Los Alamos National Laboratory Maintenance Manager 3 in Los Alamos, New Mexico

What You Will Do

The Work Execution Manager (WEM) must have a robust background in maintenance and facility engineering to effectively guide the team in supporting world-class maintenance for the Radiological Laboratory Utility Office Building (RLUOB) Hazard Category 3 nuclear facilities. The WEM holds overall responsibility for executing maintenance activities associated with the RLUOB facility. The WEM's role is to ensure proper scheduling, alignment of resources, compliance with procedures (AP-WORK, Conduct of Maintenance, Integrated Work Systems), and budget compliance for all maintenance activities within the RLUOB. Additionally, WEM provides annual input to the Maintenance Work Plan regarding work activities, required resources, and budget. The WEM coordinates the efforts of assigned Supervisors and craft personnel to achieve optimal availability of the RLUOB's Systems, Structures, and Components. This is accomplished by aligning all available resources to address activities prioritized by RLUOB Operations. The WEM is responsible for tracking craft resource assignments, work status, providing input to the Plan of the Day/Plan of the Week, and continuously evaluating and adjusting craft resource levels in accordance with allowable funding. Budgetary authority and approval will be delegated to the WEM to the degree necessary for efficient work execution.

Key responsibilities include:

  • Direct and control the execution of maintenance efforts related to RLUOB AP-WORK, Conduct of Maintenance and Integrated Work Management System directives.

  • Work in close cooperation with the RLUOB Operation and engineering support staff to provide guidance and support.

  • Provide input and analysis for the RLUOB Annual Maintenance Work Plan budget effort.

  • Attend daily Plan of the Day meetings for status updates and scheduling.

  • Provide maintenance project support for small project efforts when directed by RLUOB Operation.

  • Interface with FOD, Program and Tenant representatives to identify, address and resolve operational and maintenance issues.

  • Perform work in accordance with approved documents.

  • Ensure MSS-RLUOB personnel are properly supervised, trained, and qualified to perform assignments.

  • Function as the primary point of contact for the execution and coordination of maintenance services.

What You Need

Minimum Job Requirements:

Facility Management: In-depth knowledge of and experience with facility management including systems engineering design and maintenance; safety/authorization basis; configuration management programs; work control; facility control systems; major construction projects; and upgrades and renovations. Demonstrated experience with government regulations affecting facility maintenance and management.

Maintenance Operations: In-depth knowledge of and experience with facility work hazards, safety practices, operating configuration, and lock-out/tag-out policies and procedures. Demonstrated experience and ability to understand and interpret various physical, mechanical, and electrical documents, blueprints, drawings, and schematics. Demonstrated experience and skill in identifying problem areas, investigating alternative solutions, and determining action to be performed on problems affecting performance.

Leadership: Demonstrated experience and skill in management, supervision, and human resources administration of assigned employees. Demonstrated experience and skill developing and implementing organizational strategies and objectives. Demonstrated experience negotiating, change thinking, or gain acceptance from peers, upper management, and customers in sensitive situations without damage to the relationships. Demonstrated ability to provide strong leadership, mentorship, prioritization, and management of assigned employees in a collaborative and participative environment to build strong teams. Demonstrated oral and written communication skills within a facility management work environment.

Education/Experience: Position requires a Bachelor's Degree from an accredited institution and 5 years related experience; or, an equivalent combination of education and experience directly related to the occupation.

DOE Order 426.2A Minimum Requirements: Position requires a Bachelor of Science degree in engineering or related science, and 4 years nuclear experience. Education or experience that is job related may be substituted on a case-by-case basis. The degree may be used to substitute up to 50 percent of the experience requirement.

Desired Qualifications:

  • In depth knowledge of the Laboratory's organizational structure.

  • Demonstrated experience with LANL business systems for management and administration of personnel including timekeeping, payroll, budgeting, travel, training and certification, performance reviews, and payroll policies and procedures.

  • Professional Engineer (PE) Certification and/or Professional Certification as a Certified Facility Manager (CFM) or Certified Maintenance Reliability Professional (CMRP) desired.

  • Demonstrated in depth knowledge of LANL maintenance program policy and procedures.

  • Demonstrated in depth knowledge of LANL Explosives Safety policy and applicability.

  • Demonstrated ability to prepare and present safety and technical briefings to large groups of a diverse workforce representative of all types and levels of workers.

  • Active Q clearance.

Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.

Position Commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.

Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance, and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. 426.2A: This position is subject to DOE Order 426.2A, Personnel Selection, Training, and Qualification Requirements for DOE Nuclear Facilities, which establishes entry-level requirements to ensure candidates selected for specific positions can successfully perform the requirements of the job.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.

Regular Position: Term status Laboratory employees applying for regular-status positions are converted to regular status.

Incentive Compensation Program: Position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, September 30th. The annual distribution is prorated based on the number of months in the eligible position.
