Los Alamos National Laboratory FLM for Procurement Maintenance Team (Manufacturing Support Manager 3) in Los Alamos, New Mexico
What You Will Do
The Procurement Team under the Procurement Engineering & Acquisition Management (SCL-1) Group is seeking an energetic, customer-focused and highly experienced professional to manage a team of Vendor Liaison Specialists (VLS), otherwise known as Designated Procurement Representative (DPR) in support of Facility and Programmatic Maintenance activities and Projects at TA-55 and surrounding areas. The FLM will manage and execute procurement efforts for assigned balance of plant projects, essential and critical spares, and facility maintenance activities. The selected candidate will manage and train a dynamic workforce that performs a wide range of activities including: participation and presenting in integrated project team meetings, material verification/readiness efforts, project walk-downs, assisting in non-conformance and supplier deviation issues, interacting with warehouse personnel, managing consolidated bill of materials and other related activities aimed at providing efficient and professional support to its many customers.
The Manufacturing Support Manager will build a cohesive, high performing team, direct the daily work activity to meet deliverables, and supervise the execution of work in alignment with the organizations' goals. They will be responsible for maintaining knowledge and understanding of procurement processes, supply chain management, and will direct the team activities to ensure all materials and equipment are effectively and compliantly procured to meet quality requirements.
Successful candidates will be able to apply wide-ranging experience, use professional concepts, and Laboratory objectives to resolve complex issues in creative and effective ways. In addition, they will develop processes and procedures, desktop instructions and training and oversee forecasting for staffing plans, performance management, and employee hiring and onboarding. The Manufacturing Support Manager is responsible for scope, schedule, budget, quality, safety, security, and environmental compliance for the team. Work is accomplished with limited direction. The Manufacturing Support Manager will lead/participate in internal customer related audits and assessments and operate and maintain a high performing procurement team in support of the Weapons Production Directorate.

Education/Experience: Position requires a Bachelor's Degree in a related field from an accredited institution and 5 years of related experience; or, an equivalent combination of education and experience directly related to the occupation.

Computing/Business Systems:
Advanced computer skills and demonstrated proficient experience with Inventory Control, Material Tracking systems such as SAP/People Soft/CBOM, and in various software suites, including but not limited to, Microsoft Office, Word, Excel, PowerPoint and Access.
Customer Service:
Exceptional customer service skills and experience providing clear, concise support and guidance to others in a dynamic and sometimes-stressful environment.
Experience interacting professionally with all types of personnel, including external interfaces and executive management.
Communication:

Knowledge and experience applying complex, integrated and overlapping requirements for nuclear, manufacturing and/or production facilities to include buy not limited to weapon quality and nuclear safety.
Experience purchasing material in a nuclear facility and/or high-regulated environment.
Knowledge of and experience with ISO and/or NQA-1 quality programs.
Knowledge of practices, policies and procedures specifically relating to Conduct of Engineering, Design Change and Revision process, spare parts management and procurement.
Knowledge of industry, regulatory, or DOE/NNSA Complex specific codes and standards.
Knowledge of and experience with the Associate Lab Director for Weapons Production (ALDWP) programs including technical and operational disciplines.
Experience working in SharePoint and the CBOM database to include running reports.
An active DOE Q-level clearance.
Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.
Work Schedule: This position may/will require 24/7 coverage, which could/will involve working a shift/weekend schedule. Employees may be eligible for the shift differential pay when assigned by their manager. Shift/weekend assignments are at the discretion of the manager.
Position Commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.

Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Regular Position: Term status Laboratory employees applying for regular-status positions are converted to regular status.

Incentive Compensation Program: Position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, September 30th. The annual distribution is prorated based on the number of months in the eligible position.
