Los Alamos National Laboratory Deputy Group Leader for Engineering (R&D Manager 3) in Los Alamos, New Mexico

What You Will Do

ASD Scorpius is seeking a highly motivated Deputy Group Leader (DGL) to serve as an Engineering Coordinator (R&D Manager 3) for the ASD Technical Integration and Project Execution Group. The selected candidate will be responsible for providing technical and administrative coordination for a team of engineers and support staff to design and procure Accelerator, Downstream Transport, and other ASD components.

The DGL will assist the project in meeting quality, schedule, and cost objectives by interfacing with the Engineering Team to deliver accurate designs and procurement documents in accordance with agreed deadlines, providing oversight for the Subcontractor Technical Representative (STR) team to shepherd packages through the procurement process and adhere to contract terms and conditions post award, and by leading the inventory team responsible for receipt, storage, and tracking of ASD components and parts. Other duties include assisting the group leader to ensure resources are available to support project needs, interfacing with Quality Assurance to oversee vendor fabrication and provide timely resolution of submittals and non-conformance reports (NCRs), and providing regular reports on the status of designs, procedures, hardware deliveries, and other metrics.

The DGL will support the group leader in achieving operational excellence in contract procurement milestones, safety and security, and fostering a respectful and inclusive work environment.

What You Need

Minimum Job Requirements:

Leadership

The successful candidate will be required to demonstrate a record of team or group leadership, including supervisory skills in a project environment and experience in coordinating multi-disciplinary teams. The candidate must have strong teaming skills to build consensus and ownership of project objectives. The candidate should have a record of personnel management, including helping staff establish and meet project and career goals. The candidate should also have experience in leading process improvements that address deficiencies in work processes, communication, and teamwork.

Technical Competence

The successful candidate must have strong technical competence in areas such as electrical or mechanical engineering as applied to highly complex accelerator or other systems. The candidate must have expertise in designing components in accordance using Creo or other software in accordance with G&DT standards and be able to support the Lead Design Engineer (LDE) to ensure that designs meet project technical, schedule, and constructability requirements. The candidate should have experience in overseeing engineers, including both coaching and mentoring.

Procurement Engineering

The successful candidate must have knowledge of commercial and governmental procurement practices and policies as well as have experience overseeing technical procurements for award to delivery. The candidate must have experience in working with Subcontract Technical Representatives (STRs), Procurement Specialists, and Quality Control to assemble and oversee procurements. The candidate should have experience in advising engineering, Quality, CAMs, and others on how to ensure that subcontracts are completed in accordance with quality, schedule, and cost objectives. The candidate must also show experience in addressing design changes, NCRs, SDDRs, and submittals in a timely manner.

Education/Experience

This position requires a Bachelor's Degree from an accredited institution and 5 years related experience; or, an equivalent combination of education and experience directly related to the occupation.

Desired Qualifications:

  • Advanced knowledge of particle accelerator design and construction.

  • Experience in executing work and projects using formal engineering principles (e.g. Conduct of Engineering).

  • Experience in executing work and projects using the formality of operations principles (e.g. Conduct of Operations, including Safe Conduct of Research (SCoR)).

  • Experience in conflict resolution and in dealing with performance issues.

  • Knowledge of general subcontracting procedures.

  • Training or experience in project management, including schedule management using Primavera to plan and execute work, risk management, and scope management.

  • Experience in planning or executing large, highly complex technical projects.

  • Training or experience in systems engineering.

  • Active Q Clearance.

Direction:

Supervision Received:

The DGL works under direction of the ASD Technical Support and Project Execution Group Leder. The DGL also receives direction from the Senior Team Lead (STL) and guidance from the Control Account Managers (CAMs). The position works under nominal supervision and is required to exercise judgement in achieving personal and project goals.

Supervision Exercised:

The DGL provides line management oversight for assigned engineering and administrative staff.

Work Location: The work location for this position is onsite at LANL at TA-53. The ability to work from home one or more days a week may be considered. Work location is at the discretion of management.

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.

Additional Details

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.

Clearance:Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance, and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.

No Clearance: Position does not require a security clearance. Selected candidates will be subject to drug testing and other pre-employment background checks.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.

Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.

Internal Applicants: Regular appointment employees who have served the required period of continuous service in their current position are eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the required period of continuous service, they may only apply for Laboratory jobs with the documented approval of their Division Leader. Incentive Compensation Program: Position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, September 30th. The annual distribution is prorated based on the number of months in the eligible position.
