Overview
This role oversees the administration of Utah State University's surveillance camera systems. Working closely with departments, IT, and Facilities (in a dotted-line capacity), the Coordinator:
Reviews and approves all camera installations and placements.
Manages surveillance budget and funding (central and departmental).
Develops and maintains approval workflows, policies, and procedures.
Monitors live camera feeds and manages data retention.
Coordinates responses to GRAMA and other public footage requests.
Leads policy development, system training, and stakeholder engagement.
Responsibilities
Plan, evaluate, and approve all campus surveillance camera installation projects, collaborating with IT and Facilities for execution.
Develop and manage the surveillance operational budget, monitor expenses, and optimize funding sources across departments and central allocations.
Design and maintain centralized approval and inventory systems ("camera schedule"), including data storage and access logging.
Oversee continuous monitoring and auditing of camera systems, including maintenance schedules, review of analytics, issue resolution, and proactive threat detection.
Respond to footage requests under GRAMA, FERPA, and University disclosure policies, managing chain of custody and compliance.
Develop, update, and enforce policies and Standard Operating Procedures for camera usage, privacy concerns, system deployment, and emergency response.
Coordinate staff or contractor training in systems like Milestone, Genetec, Avigilon, LPR/ANPR, and analytics, and oversee operational documentation.
Provide regular reporting including system utilization, incident trends, budget performance, and compliance metrics to DPS leadership.
Collaborate with campus units, including Student Affairs, Legal, Statewide, Registrars, Housing, Athletics, IT, Facilities, and local law enforcement to align on safety initiatives and respond to incidents.
Ensure compliance with federal (FERPA, Clery Act) and state privacy regulations regarding surveillance and face recognition technologies.
Qualifications
Minimum Qualifications:
Bachelor's degree in Criminal Justice, Public Administration, Security Management, or related field.
5+ years of experience managing surveillance/security operations in higher education, government, or similar environment.
Demonstrated expertise with CCTV/IP video systems, VMS platforms (e.g., Milestone, Genetec, Avigilon), access control, and LPR technologies.
Strong policy development, legal compliance, and case management experience (FERPA, GRAMA, Clery).
Excellent communication and cross-department collaboration skills.
Leadership experience in training, oversight, and vendor/staff coordination.
