Summary About the Position: This is a Program Manager, GS-0340-14 position with the U.S. Army Corps of Engineers, Programs & Project Management Division located in Little Rock, AR. Current permanent Federal employees (to include permanent Army employees) applying for a Term appointment will be appointed/converted into a Term appointment with no statutory return rights back to a permanent position. Responsibilities Organizing multi-disciplinary teams to develop project schedules, budgets, manpower needs, and milestones for the planning, design, and construction of projects. Manage all phases of program execution to ensure integration and alignment with corporate goals, directs the allocation of resources, and conducts periodic program reviews to compare progress against established milestones. Resolve issues related to planning, design, and construction delays or excessive costs. Present project changes to include making recommendations on policies, and ensuring all parties are kept informed of work status and funding Setting deadlines to include monitoring performance, providing feedback and coaching, resolving team complaints, and making recommendations for hiring and disciplinary actions. Current Department of Army Civilian Employees Applying on Time-Limited Assignments In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience. Specialized Experience: One year of specialized experience which must include 2 out of 3 following: 1) Managing construction project(s) using Foreign Military Sales (FMS) funding for aircraft weapons system facilities within the Continental United States (CONUS); OR 2) Managing cost, scope and schedule for a construction project or program valued in excess of $500 million dollars; OR 3) Identifying complex problems related to the planning, design, or construction phases of a project. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13). Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this position you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required. Position may be filled as a time-limited promotion, reassignment or change to lower grade not to exceed (NTE) 13 Months by a current permanent Army employee. Time-limited promotions may be extended up to a maximum of five years. Time-limited reassignments and changes to lower grade may exceed five years, however return rights may be impacted. Position may be made permanent without further competition. This Program Manager Position will be responsible for USACE's Ebbing Field, Foreign Military Sales (FMS) F-16/F-35 Bed Down Program which is an international priority for the Department of Defense. This position will lead the multi district team and will carry out the day-to-day management of the Ebbing Field FMS program utilizing assets across the USACE enterprise.
