Libby Unit conducts field activities and is responsible for all day-to-day operations of this Division within the geographical area. The Unit provides direct wildland fire suppression service for approximately 390,000 acres of state, private, and federal land. A substantial portion of the land area is wildland residential interface, which presents a complex fire-management situation. The Unit assists the State/County Cooperative Fire Program in Lincoln County and aids the county and their rural fire departments as needed. Libby Unit manages and administers approximately 30,218 acres of state-owned land. On these lands, the State maintains a significant forest-management program that includes forest-product sales and forest-improvement projects. In addition, the Unit is responsible for administration of commercial leases, several residential leases, rights-of-way, grazing leases, and gravel pit development and sales, as well as management of recreational use. Libby Unit administers the Good Neighbor Authority Program (GNA) for the state of Montana on the Kootenai National Forest. Through partnership and agreement, the GNA program looks to increase the pace and scale of forest management with our federal partners. Job Overview: This Fuels Management Specialist position is located at Libby Unit and is a crucial position that will provide leadership in the fire program and expertise to various other programs within Libby Unit. (Trust Lands, Good Neighbor Authority, Forestry Assistance, etc.) This position emphasizes prescribed fire and fuels management for the Libby Unit and the state of Montana. The incumbent plans, coordinates, and implements prescribed fire projects; develops burn plans and treatment prescriptions; oversees smoke and fire effects monitoring; coordinates hazardous wildland fuels treatments on state, federal, and private land; and ensures compliance with applicable laws, policies, and interagency standards. The position also supports wildland fire suppression readiness and coordination, assists with Trust Land Management and Good Neighbor Authority (GNA) forestry tasks, performs administrative duties, and manages grants to support fuels projects. Additionally, the position may assist the Fire Management Officer (FMO) with supervision of seasonal staff when grant funding and FTE is available. (Subject to change with organizational need and FMO discretion).This position reports directly to the Libby Unit FMO (position #6098). The incumbent serves as both an internal resource to DNRC personnel and to key DNRC partners in local, state, and federal government. The Fuels Management Specialist works to build and maintain the capacity of the Libby Unit Fuels Program by providing technical assistance in support of the DNRC mission and affiliated programs of the Trust Lands and Forestry Division.The FMS is a key DNRC Fire Protection position for Libby Unit and the state of Montana. The DNRC is charged with the protection and duty to engage in wildland fire suppression activities regardless of land ownership. The essential functions and percentage of time is an estimation and may be subject to change based on department priorities or fire complexity from year to year. Relationship building is a function critical to the success of this position. The incumbent establishes and maintains effective working relationships with Unit staff, the Northwest Land Office, other land offices, interagency partners, private landowners, and tribal and local government. Maintains regular communication with unit staff regarding current issues, projects, and operations. Essential Functions (Major Duties or Responsibilities):/These job functions are the essential duties of the position and are not all-inclusive of all the duties that may be assigned to the incumbent./ Prescribed Fire & Fuels Management: Serve as a principal subject matter expert and point of contact on the Libby Unit regarding fuels and prescribed fire management. Provide leadership and support for the unit and Land Office as well as interagency partners to ensure a sustainable prescribed fire and fuels management program; Assist the FMO with progress towards objectives of the Fire Protection Program Strategy and Division Initiatives.The effort of the Libby Unit’s Fuels Program will be centered around the National Cohesive Wildland Fire Management Strategy – Safe Effective Response, Fire Adapted Communities, and Resilient Landscapes. Utilizing prescribed fire and hazardous fuels removal treatments to assist in meeting this strategy as identified through Unit and DNRC objectives. The incumbent will assist the Unit Fire Management Officer (FMO) in administering the Unit’s Fuels Management Program, and has the responsibility to plan, coordinate, and implement Fuels Management across the Unit or the Northwest Land Office as directed. * Fuels Project Management * Prescribed Fire (RX) Management * * Grant Management: * This position may be responsible for managing various grants and seeking and applying for additional grants as directed by the Unit Manager and Unit FMO. Supervision and Training: This position may supervise positions as FTE and grant funding becomes available. Field work could require strenuous physical exertion for extended periods including walking, climbing, digging, chopping, operating portable power equipment (such as chainsaws and pumps), throwing, lifting and carrying. The incumbent must be in good physical condition. Work involves physical exertion up to 16 hour shifts working on the fire-line. This position requires an annual completion of an arduous Wildland Fire Work Capacity Test, which includes walking three miles over level ground, with a 45lb. pack in no more than 45 minutes. Work schedule will be varied and will often require weekend and evening work, being on call, and fire assignments for up to 14 days. Scope and Effect: Actions and decisions of this position directly influence the Unit’s prescribed fire, fuels management, and wildland fire programs, including the development and implementation of burn plans, coordination of resources, and ensuring compliance with environmental and smoke management regulations. The incumbent makes decisions regarding treatment priorities, ignition strategies, and contingency planning, often balancing multiple objectives such as wildfire risk reduction, ecosystem health, and air quality standards. These decisions affect operational efficiency, firefighter and public safety, and the success of interagency collaboration. The position also impacts grant funding compliance and reporting, which can commit the department to significant financial and operational obligations. The incumbent is responsible for maintaining adherence to federal, state, and local laws, as well as agency policies related to prescribed fire, fuels management, and environmental protection. The incumbent plans, coordinates, and implements projects necessary to oversee forest improvement treatments including thinning, timber stand improvement, hazard and fuels reductions, prescribed fire preparation, and forest regeneration projects. This position may serve as a project leader. They pull teams together and work independently to drive that process. This position could be working on 3-5 projects/contracts at one time. They write the contracts and updates; work within the MEPA process (when applicable). They represent the agency in their area. They collaborate with contractors, landowners, cooperators, and communities within Lincoln County. This position will review and evaluate plans and proposals for technical accuracy and make recommendations to management on the feasibility of proposals covering their area of expertise. Work within assigned allocation of budget and capital while ensuring goals are met. Prepare technical written reports concerning the impact of projects. Establish project boundaries, negotiate access easements. Minimum Qualifications (Education and Experience): The required knowledge, skills, and abilities are typically acquired through a combination of education and experience equivalent to a bachelor's degree in fire, forestry, natural resources, or related field and 4 years of progressively responsible experience including communications, education, fire suppression, prescribed fire and fuels management, and program management. The candidate must hold National Wildfire Coordinating Group (NWCG) qualifications/certification as an Incident Commander Type 4, Single Resource Engine Boss, Single Resource Firing Boss, and FAL2. Ability to attain certification as a Prescribed Fire Burn Boss Type 2 and Task Force Leader within 3 years of hire. Other combinations of education, certification, and experience may be considered SPECIAL INFORMATION: * Candidates must be eligible to work in the United States.
