LAYTON CITY Parks Maintenance Foreman in LAYTON, Utah
GENERAL PURPOSE
Performs a variety of field supervisory and journey level skilled duties related to the construction, installation, maintenance, upkeep, beautification and repair of parks, park buildings, recreation facilities, parks grounds and general environment. Serves as a working foreman in charge of a park and building construction, maintenance, and repairs, and specialty work units as assigned.
ESSENTIAL FUNCTIONS
Promotes and follows the City's mission statement, values and expectations.
Serves as a field supervisor and/or crew leader; oversees and performs general building maintenance; maintains bowerys, small buildings and storage facilities; assures proper operation of lighting fixtures, doors, windows and plumbing; framing, painting, roofing or other skilled construction and maintenance activities related to carpentry, plumbing, and electrical; performs concrete and masonry work; assures proper installation and maintenance of playground equipment; splash pad and skate park; assures proper maintenance of athletic fields; and maintenance of City open space both irrigated and non-irrigated
Directs and trains laborers on various safety procedures and equipment usage such as, but not limited to, backhoe, loader tractor, gang lawn mowers and landscape equipment. Any equipment used in maintaining city property.
Operates complex lawn mowing equipment; mows and trims grass, bushes and shrubs; assists in pruning activities on trees, shrubs and plants; removes dead, diseased, or injured trees; stimulates healthy plant growth through custom pruning, trimming, and cutting.
Maintains various filed records; monitors worker timecards; monitors materials; prepares various routine field reports; may assist in monitoring employee leave accrual and usage; conducts safety inspections and makes recommendations for changes or improvements in equipment, facilities, and general maintenance, etc.
Directs a project crew performing operations such as spraying projects for the prevention or eradication of pests, fungus, and insects harmful to park plants, trees, shrubs and other environ; selects appropriate chemicals and combinations to accomplish task; maintains records of spraying activities; assures chemicals are properly stored and used in conformity with city, state, or federal regulations; operates spraying equipment.
Assists in the installation of sprinkler systems; selects line sizes, sprinkler spacing, and type of equipment; assists in the programming, test, and maintain systems utilizing low voltage, hydraulic, or other operating features.
Operates various types of heavy equipment such as front end loader, back hoe, utility trailers, bob tail dump truck, etc.; transports materials and equipment; participates in various seasonal projects such as snow removal; operates and maintains trencher; operates a variety of types of small and light equipment such as mowers, sod cutters, chain saws, pruning equipment, aeration tractor, and various hand tools; performs routine and regular maintenance on equipment t o assure efficiency and safety.
Performs general landscape and gardening duties; plants and transplants trees, shrubs, bushes, grass, flowers etc. as directed to develop attractive parks and grounds; performs various fertilization techniques using dry and liquid chemicals.
Performs various seasonal duties such as snow removal, water line winterization, etc.
Performs related duties as required.
MINIMUM QUALIFICATIONS
1. Education and Experience:
A. Graduation from a standard senior high school; plus, two (2) years of specialized training or education provided through professionally sponsored workshops, technical school, vocational studies or apprentice program;
AND
B. Two (2) years of progressively responsible experience in the maintenance, upkeep and beautification of turf, parks, facilities and related environment;
OR
C. An equivalent combination of education and experience.
2. Knowledge, Skills, and Abilities:
Advanced Skill in the operation and maintenance of various types of equipment may include large mowers, mid-range riding mowers, walk behind mowers, edgers, trimmers, blowers, etc., basic mechanics, basic electrical and plumbing operations, basic carpentry and masonry.
Considerable knowledge in the operation and maintenance of equipment such as backhoe, loader, dump truck, mowers, tractor, power over seeders, aerators, thatchers, welder, trimmers, etc.; landscape and sprinkler system design; flow pumps; of hazards and related safety precautions associated with equipment operations; of herbicides, fungicides, insecticides, and pesticides and proper application of the same; of turf and greens management; of interpersonal communication skills.
Ability to recognize and identify common weeds and pests; ability to recognize and identify diseases common to turf and greenery; ability to effectively apply chemicals for the abatement and eradication of noxious weeds and insects; effectively perform various semi-skilled and skilled functions related to building maintenance; ability to communicate verbally and in writing; ability to develop effective working relationships with supervisor, subordinates, coworkers, and the public; be self-motivated and work independently.
3. Special Qualifications:
Must possess a valid Utah Driver's License and have the ability to obtain two of the following within one year of hire. Commercial Driver's License (CDL), Certified Playground Safety Inspector (CPSI), Certified Pool Operator (CPO), Pesticide Applicator's License, Backflow Certified.
