Position Summary Information
General Summary
TheSurvey Party Chiefleads a survey crew or works independently to gather and process data for the management of WSSC owned properties and facilities, and for the creation of WSSC record drawings. Includes all aspects of the survey project, from research to field data collection, data processing and drafting of a final product. Coordinates and prioritizes field assignments.
Essential Functions
Coordinates and aids a field party engaged in data collection (detail), establishing horizontal or vertical control, topographical surveys and boundary work
Ensure accuracy of field notes
Resolves problems and/or questions of co-workers regarding processes and methods
Devises a schedule of work or itinerary for all projects
Maintains office records using Microsoft Office, Word and Excel
Confers with supervisor by giving information or receiving guidance
Coordinates with property owners to gain access to property for surveying purposes
Evaluates software and equipment needs and makes recommendations for new purchases
Drives a vehicle to conduct WSSC Water business
Operates survey instruments and data collectors for the purposes of mapping, construction, topography, boundary and establishing survey control
Downloads and edits data collected from electronic data collectors
Plots survey data detail and topography to scale using WSSC Water’s current AutoCAD software and CADD standards, for water and sewer design and location
Creates boundary and location drawings based on field data and analysis
Other Functions
Serves as a liaison with other groups within the Commission to coordinate survey services
Sets up global position satellite projects, gathers data, downloads and interprets results
Draws sketches for locating traverse and benchmarks using AutoCAD sketch program
Reads and examines construction plans, plats, profiles level notes, reference cards and traverse notes for completion, neatness, accuracy, and legibility
Collects data to determine as-built accuracy of water and sewer contracts
Performs property research for projects, which may include acquiring and interpreting deeds and plats
Performs other related duties as assigned
Work Environment And Physical Demands
Works outside on a regular basis under variable weather conditions, during which standing for long periods of time, walking over diverse terrain, and carrying surveying instruments will be required. Telework available 1 day per week.
Required Knowledge, Skills, And Abilities
Knowledge of engineering practices, surveying methods and procedures
Working knowledge of algebra, geometry and trigonometry
Knowledge and skill with survey practices including data collection, downloading a data collector and generating a field drawing
Knowledge and skill to perform computations of traverse closures, stakeout ties, property ties and coordinate inverses utilizing surveying equipment and related software
Good knowledge and skill in using AutoCAD
Good knowledge and skills with Microsoft Office Programs (Outlook, Word and Excel)
Good skill in work management and leadership in directing and aiding survey teams
Ability to work independently
Knowledge of applicable minimum standards of practice for land surveyors
Good interpersonal communication skills especially with Engineers, public officials, WSSC Water employees and the public
Ability to express technical matters in non-technical terms to property owners
Ability to interpret engineering plans and specifications
Familiarity with property research, including ability to read and interpret deeds and plats
Ability to make independent investigations of engineering problems
Minimum Education, Experience Requirements
High School diploma or equivalent
7+ years of field survey experience
3+ years experience at the level of Instrument Operator
Additional Requirements
Possession of a valid driver’s license and the ability to obtain a WSSC Water driver’s permit within 90 days of hire or transfer
Experience reading water and sewer design plans
Preferences
Land Surveyor Certification
Prior experience as a Survey Party Chief
