Position Summary Information
General Summary
TheSr. Manager, Talent Development &Trainingplans, manages, and supervises the work activities and operations of the division. This role is responsible for the development, learning, and training of WSSC Water employees.
Essential Functions
Supervises employees in Talent Development including selecting or recommending selection, training, assigning and evaluating work, counseling, disciplining, and/or termination or recommending termination
Leads WSSC Water toward defining organizational development and furthers the Commission’s understanding regarding the critical role of organizational leadership and change management
Oversees all educational and instructional products/programs and offers solution-based action for workforce performance challenges
Collaborates with management to identify skill gaps, training needs, instructional products, class/course appeal, employee retention, knowledge, skill and overall satisfaction through assessments, evaluations, testing methods, and instructional products
Develops training initiatives that upskill or reskill employees and foster career growth, ensuring alignment with organizational objectives
Provides guidance in the development of WSSC Water’s Succession Plan. Provide managers with tools, techniques, and processes to identify, develop and retain high-potential and high-performing employees
Proactively facilitates developmental needs assessments (organizational, business unit, teams) to determine critical areas for knowledge transfer and development and translates outcomes to solution-based program development
Has leadership/primary responsibility for the Commissions’ talent development function
Key Administrator for WSSC Water Learning Management System ( LMS ); manages all aspects of the system including reporting, training, webinars, assessments and evaluations
With the Human Resources Manager – Talent Acquisition, ensures WSSC Water employee orientation and on boarding processes meet or exceed the needs of the Commission and the hiring teams, enhances new hire transition and talent retention
Advises management on talent development, learning and performance issues
Recommends, develops and implements educational solutions and analyzes outcomes
Provides guidance to management on enterprise-wide learning and performance intervention strategies
Evaluates team and business unit learning, performance and operational issues and, where applicable, recommends developmental blended solutions
Leads the design, development, implementation/deployment (including conducting sessions) of development systems, programs, and sessions, including testing and evaluation procedures
Shapes the educational experiences of both students and staff, ensuring high-quality instruction, and implementing innovative teaching strategies
Manages the WSSC Water knowledge capture and transfer initiatives, including succession planning
Organizes and leads workshops, seminars, and other learning experiences to promote employee engagement and development
Develops, manages, and implements a portfolio of talent development blended solutions including, but not limited to instructor-led, online, and self-directed learning
Oversees the Commission’s Training program and Tuition Assistance Program
Manages WSSC Water development/training policies and budget
Develops, provides and delivers training to Commission hiring managers
Other Functions
Performs all tasks and job functions in compliance with regulatory requirements
Instructs, guides and counsels employees in meeting the Division’s and Office’s goals and objectives
Drafts and updates policies and procedures related to area of specialty
Completes and submits reports, as requested by the Deputy Director, Human Resources and the Chief Human Resources Officer
Performs other related duties as assigned

Required Knowledge, Skills, And Abilities
Thorough knowledge of the theory, principles, business practices, and statutory requirements for managing the Talent Development Division
Knowledge of the principles and practices of Human Resources Management.
Ability to manage effectively employees
Ability to convey information clearly and effectively to diverse audiences, including management and employees
Ability to communicate effectively both verbally and in writing
Ability to lead and motivate teams, fostering a collaborative environment

Ability to use HR software (i.e., Applicant Tracking Systems, Learning Management Systems) and standard office automation software (i.e., Microsoft Office Suites – Word, Excel, PowerPoint, Outlook)
Minimum Education, Experience Requirements
Bachelor’s degree in Human Resources Management, Business Administration, Public Administration, or related field
8+ years professional work experience in human resources that includes:
3+ years management experience.
Additional Requirements
Completion of and adherence to WSSC Water’s written confidentiality agreement
Completion of the WSSC Water Financial Disclosure statement within 30 days of employment and annually thereafter
Preferences
PHR / SPHR or SHRM -CP/ SHRM - SCP Certification, Certified Professional in Learning and Performance ( CPLP ), Certified Compensation Professional ( CCP ), as related to the practice area of the jobs above;
Master’s degree in Human Resources Management
Salary$139,786 - $238,014
