Position Summary Information

General Summary

TheSr. Manager, Talent Acquisitionplans, manages, and supervises the work activities and operations of the Talent Acquisition department.

Essential Functions

  • Supervises Talent Acquisition Division staff including selecting or recommending selection, training, assigning and evaluating work, counseling, disciplining, and/or termination or recommending termination

  • Plans, manages, and supervises the work of assigned professional and support staff engaged in sourcing, recruiting, negotiating, testing, and providing selection support to hiring managers

  • Develops and implements recruitment strategies to attract top talent across WSSC Water

  • Manages the full lifecycle, including sourcing, interviewing, assessing, and onboarding candidates

  • Leads WSSC Water branding initiatives, promoting the organization’s culture and enhancing its representation as an employer of choice

  • Provides guidance to managers within the various departments and divisions on the management of the Commission’s talent acquisition function, processes and procedures

  • With Talent Development, ensures WSSC Water employee orientation and on boarding processes meet or exceed the needs of the Commission and the hiring teams, enhances new hire transition and talent retention

  • Leads and manages the Commission’s internship, apprenticeship, and cooperative employment programs

  • Manages talent acquisition processes to ensure attainment of talent acquisition goals

  • Participates in career fairs, networking events, and university partnerships to attract diverse talent

  • Collaborates with hiring managers to define job requirements, profile ideal candidates, and make strategic hiring decisions

  • Develops effective sourcing strategies to ensure steady pipeline of high-quality candidates

  • Participates in solicitation efforts to identify and contract with potential vendors

  • Manages third-party agency contracts that assist with staff augmentation, temporary services and skills verification testing

  • Identifies and manages vendor contracts for job boards, advertising and sourcing solutions

  • Manages data collection, statistical analysis and reporting for the talent acquisition function

  • Leads the talent acquisition function in achieving and maintaining acceptable cycle times for screening applicants, processing candidates through the selection process, and overall time-to-fill

  • Develops, provides and delivers training to Commission hiring managers

  • Assists the Deputy Director, Human Resources and Chief Human Resources Officer in creating organizational systems and processes that enhance talent acquisition by recommending appropriate innovative and creative short and long-term staffing solutions

  • Under the direction of the Deputy Director, Human Resources and Chief Human Resources Officer, conducts executive-level recruitment and staffing for the Commission

Other Functions

  • Performs all tasks and job functions in compliance with regulatory requirements

  • Instructs, guides and counsels employees in meeting the Division’s and Office’s goals and objectives

  • Drafts and updates policies and procedures related to area of specialty

  • Completes and submits reports, as requested by the Deputy Director, Human Resources and the Chief Human Resources Officer

  • Performs other related duties as assigned

  • Thorough knowledge of the theory, principles, business practices, and statutory requirements for managing the Talent Acquisitions Division

  • Knowledge of the principles and practices of Human Resources Management.

  • Ability to manage effectively employees

  • Ability to convey information clearly and effectively to diverse audiences, including management and employees

  • Ability to communicate effectively both verbally and in writing

  • Ability to lead and motivate teams, fostering a collaborative environment

  • Ability to work cooperatively with subordinates, peers and supervisors in a team-based environment; ability to make independent decisions, solve problems and implement those decisions

  • Ability to manage multiple projects simultaneously, ensuring timely delivery and alignment with organizational goals

  • Ability to use HR software (i.e., Applicant Tracking Systems, Learning Management Systems) and standard office automation software (i.e., Microsoft Office Suites – Word, Excel, PowerPoint, Outlook)

Minimum Education, Experience Requirements

  • Bachelor’s degree in Human Resources Management, Business Administration, Public Administration, or related field

  • 8+ years professional work experience in human resources that includes:

  • 3 years management experience

Additional Requirements

  • Completion of and adherence to WSSC Water’s written confidentiality agreement

  • Completion of the WSSC Water Financial Disclosure statement within 30 days of employment and annually thereafter

Preferences

  • PHR / SPHR or SHRM -CP/ SHRM - SCP Certification, Certified Professional in Learning and Performance ( CPLP ), Certified Compensation Professional ( CCP ), as related to the practice area of the jobs above;

  • Master’s degree in Human Resources Management

Salary$139,786 - $238,014
