Position Summary Information

General Summary

TheReal Estate Development Administrator provides leadership, management and administers the activities of the Real Estate Development Section. The Real estate Development Section is responsible for the management and directing of the Commission’s real property development; property disposition, Public Private Partnership (P3) activities consistent with the Commission’s policy, goals, and objectives. This position leads the strategic planning and development of the Commission’s real properties through Joint Development agreements, P3s, property disposition actions. Responsible for the preparation and negotiations of real estate contracts and facility leases.

Essential Functions

EXECUTIVE LEADERSHIP & STRATEGY

  • Establishes and executes the Commission’s enterprise real estate and development strategy, consistent with organizational mission, capital planning objectives, and long-term infrastructure needs

  • Serves as the senior authority for real estate policy interpretation, application, and governance across the organization

  • Advises the Director, General Manager/ CEO , and Commission on complex real estate, land use, development, and asset optimization matters

    REAL ESTATE PORTFOLIO & TRANSACTIONS

  • Directs and oversees the full lifecycle of real property activities, including acquisition, disposition, leasing, licensing, easements, and other real property interests

  • Provides executive oversight of negotiations for complex, high-value real estate transactions, joint development agreements, public–private partnerships (P3s), and development-related contracts

  • Ensures compliance with applicable federal, state, and local laws, regulations, and Commission policies governing real property transactions

  • Oversees appraisal coordination, market analysis, valuation review, and determination of fair market value to support defensible business decisions

    LEADERSHIP & WORKFORCE MANAGEMENT

  • Supervises employees including selecting or recommending selection, training, assigning and evaluating work, counseling, disciplining, and/or terminating or recommending termination

  • Establishes performance expectations, evaluates staff performance, and supports workforce development and succession planning

  • Promotes a culture of accountability, collaboration, and high performance

    PROCUREMENT , CONTRACTS & FINANCIAL OVERSIGHT

  • Directs preparation and administration of RFPs, RFQs, and REIs related to real estate, development, facilities, and consulting services

  • Oversees consultant selection (including real estate brokerage services), contract negotiations, amendments, task orders, change orders, and payment approvals

  • Ensures fiscal stewardship through budget development, expenditure monitoring, revenue generation, and alignment of real estate activities with approved funding sources

    POLICY , RISK & COMPLIANCE

  • Develops and implements real estate policies, procedures, and internal controls to mitigate risk and ensure regulatory compliance

  • Evaluates real estate and development risks and recommends mitigation strategies to executive leadership

  • Ensures transparency, documentation, and audit readiness for all real property and development activities

Required Knowledge, Skills, And Abilities

  • Expert knowledge of real estate development, public-sector real estate transactions, zoning, and land use regulations

  • Demonstrated ability to negotiate and manage complex, high-value real estate and development agreements

  • Strong executive communication skills with the ability to advise senior leadership and governing bodies

  • Ability to analyze complex, politically sensitive issues and provide sound strategic recommendations

  • Proven leadership experience managing professional teams and cross-functional initiatives

  • Knowledge of current laws and codes concerning facilities, design, and construction

  • Ability to perform research, analyze data, evaluate trends, and make sound recommendations

  • Ability to make independent decisions in analyzing real estate issues

  • Ability to work tactfully, courteously, and effectively with Commission customers, Commission personnel, and personnel from other agencies

  • Ability to prepare concise and comprehensive reports for verbal or written presentations;

  • Ability to negotiate and manage contracts

  • Extensive knowledge of the principles and practices of land development, construction, and master planning (i.e., transportation needs, resource protection, and public facilities) and current issues affecting building and land regulation and development

  • Knowledge of the real estate regulatory processes and real estate development matters in both Counties

  • Knowledge of infrastructure matters related to development projects including financing permitting and capital project schedules

  • Skill in identifying, analyzing and evaluating information concerning highly complex and often politically sensitive technical and conceptual information

  • Skill in negotiating agreements which accommodate the conflicting interests and viewpoints of numerous groups and organizations

  • Ability to express facts, conclusions and recommendations clearly and concisely, both orally and in writing

  • Ability to establish and maintain effective working relationships with government and elected officials, community and business groups, builders and developers

  • Ability to provide high level subject matter input, expertise, and advice regarding the development of land use planning policies; and

  • Ability to attend meetings and perform work assignments at locations outside the office

Minimum Education, Experience Requirements

  • Bachelor’s degree in engineering, business administration, public administration, planning or related field

  • 8 years progressively responsible professional work experience in real estate development, public sector real estate, , facilities design and construction, or asset management

  • 3 years of senior leadership or management experience

Additional Requirements

  • Completion of the Washington Suburban Sanitary Commission Water Financial Disclosure statement within 30 days of employment and annually thereafter

Preferences

  • Master’s degree in marketing, engineering, business administration, public administration, or equivalent leadership experience

Salary$159,015 - $270,756
