ABOUT THE POSITION
The Clark County Comprehensive Planning department is seeking qualified candidates to apply for the Deputy Director of Comprehensive Planning. This executive leader will assist the Director to plan, organize, and administer a comprehensive countywide planning program that delivers both current and long-range planning services to promote a vibrant economy, protect neighborhoods from incompatible development, reduce environmental impacts, and conserve natural resources. This position manages a broad, consolidated program of advanced and specialized planning and zoning functions, working closely with elected and appointed officials, advisory boards, community stakeholders, and County leadership to develop policy and implement action plans that serve all residents.
This examination will establish an Open Competitive Eligibility list to fill current and/or future vacancies that may occur within the next six (6) months or may be extended as needed by Human Resources.

MINIMUM REQUIREMENTS
Education and Experience: Bachelor's Degree in City, Regional, Transportation or Urban Planning, or a closely related field, AND six (6) years of full-time administrative and/or professional level experience in the urban planning field, three (3) years of which were in a management capacity. Possession of an advanced degree in appropriate field desirable. Equivalent combination of formal education and appropriate related experience may be considered.

EXAMPLES OF DUTIES
Assists in the development and implementation of goals, objectives, policies, procedures and work standards for the department; directs the preparation and administration of the department's budget.
Plans, organizes, administers, reviews and evaluates the activities of assigned professional, technical, maintenance and office support staff through subordinate managers and supervisors.
Contributes to the overall quality of the department's service provision by developing and coordinating work teams and by reviewing, recommending and implementing improved policies and procedures.
Works with the Board of Commissioners, various advisory boards and commissions, citizen groups and County management to assist in formulating policies and plans related to such diverse areas as environmental, transportation, nuclear waste, economic development planning as well as general plan maintenance and updating and zoning ordinance interpretation and plan review.
Confers and works closely with subordinate managers to provide direction and leadership, problem solve and make policy exceptions and changes as required for effective service delivery.
Coordinates specified activities and represents the department with the County Planning Commission; makes presentations before various advisory committees, legislative, regulatory and community groups; oversees the best interests of the County in negotiations with others to provide services or take action supportive to the County.
Directs the selection of staff and provides for their training and professional development; interprets regulations and County policies and procedures to employees; ensures effective morale, productivity and discipline of department staff.
Confers with members of other departments regarding departmental or County-wide financial matters; facilitates the resolution of problems and the development of coordinated policies.
Directs the conduct of analytical studies; develops and reviews reports of findings, alternatives and recommendations; directs the maintenance of accurate records and files.
Prepares and directs the preparation of a variety of written correspondence, reports, procedures and other written materials.
Monitors and interprets changes in laws and regulations related to comprehensive planning program development and service delivery; evaluates their impact upon County activities, and develops and implements policy and procedural changes as required; drafts changes to laws and ordinances and lobbies the legislature and provides supporting testimony as required.
Uses standard office equipment, including a computer, in the course of the work; may drive a personal or County motor vehicle or arrange for appropriate transportation in order to attend off-site meetings and visit off-site County locations.
PHYSICAL DEMANDS
Mobility to work in a typical office setting, use standard office equipment, and capable of traveling to and from other County locations in order to visit work sites and attend meetings; vision to read printed materials and a computer screen; and hearing and speech to communicate in person or over the telephone.
