Oracle Lead Federal Project Manager in Lansing, Michigan

Job Description

The Federal Consulting team at Oracle Health is seeking a Project Analyst to play a key role in driving operational excellence across our growing portfolio of federal healthcare clients. This position offers an opportunity to lead process improvements, enhance execution frameworks, and support the delivery of large-scale, transformational initiatives across agencies such as the Department of Veterans Affairs and Department of Defense.

As part of the Oracle Health Federal Consulting organization, you’ll support critical operational processes across the project lifecycle, including planning, execution tracking, and performance reporting. You’ll partner closely with stakeholders across consulting delivery, operations, and corporate teams to improve workflows, enhance visibility into project performance, and ensure alignment across cross-functional initiatives.

This role requires strong organizational and analytical skills, attention to detail, and the ability to manage multiple workstreams while driving continuous improvement. Responsibilities are varied and complex, requiring independent judgment, initiative, and a focus on delivering scalable, high-impact solutions.

Responsibilities

Key Responsibilities

Forecasting & Revenue Analysis

• Continuously enhance bookings-to-revenue forecasting methodologies by identifying process gaps and improving how factors such as credit memos, support rewards, and consumption trends are incorporated.

• Standardize and optimize revenue forecasting processes across consulting, delivery, and corporate finance to improve accuracy and scalability within federal contracting structures.

• Develop repeatable analytical frameworks to proactively identify revenue risks and opportunities, enabling more consistent and data-driven decision-making.

Budgeting & Planning

• Drive process improvements in the annual federal budgeting cycle by introducing standardized, scalable models aligned with business drivers and contract funding mechanisms.

• Improve alignment between budgeting and forecasting processes, ensuring consistency across multi-year federal contracts and planning cycles.

• Enhance long-range planning processes by refining assumptions, increasing transparency, and establishing more structured planning methodologies.

Financial Reporting & Insights

• Transform financial reporting processes by implementing more automated, standardized variance analysis and performance reporting frameworks.

• Improve the efficiency and consistency of dashboards and presentations, focusing on scalable solutions that enhance visibility into forecast accuracy and financial performance.

• Streamline quarterly and annual financial cycles through process optimization, reducing manual effort and improving turnaround times for reforecasts and budget updates.

Process Improvement & Standardization

• Lead initiatives to redesign and streamline forecasting and budgeting workflows across the consumption-to-revenue lifecycle.

• Identify and implement automation opportunities that reduce manual intervention, improve data integrity, and increase process efficiency.

• Establish and maintain standardized tools, templates, and governance practices to drive consistency across Oracle Health’s federal consulting finance function.

Collaboration & Partnership

Strategic Partnership & Influence

• Serve as a strategic connector across federal field finance, corporate FP&A, and delivery teams, driving alignment through improved processes and shared frameworks.

• Influence cross-functional stakeholders (operations, PMO, business development) to adopt more integrated, financially aligned operating models.

• Transform financial support for proposals and pricing by implementing scalable, repeatable, and insight-driven modeling approaches.

Preferred Qualifications

  • Bachelor’s degree in Finance, Accounting, Business, or a related field (MBA a plus)

  • 6+ years of experience in financial analysis, FP&A, or business finance—preferably within healthcare, consulting, or federal environments

  • Strong financial modeling and forecasting skills, with deep attention to detail

  • Experience supporting cloud, subscription-based, or project-based revenue models

  • Understanding of federal budgeting and procurement is highly desirable

  • Proficiency in Excel and financial systems (Oracle ERP, MarCo a plus)

  • Demonstrated ability to work cross-functionally and communicate financial insights clearly

Range and benefit information provided in this posting are specific to the stated locations only

US: Hiring Range in USD from: $87,000 to $178,100 per annum. May be eligible for bonus and equity.

Oracle maintains broad salary ranges for its roles in order to account for variations in knowledge, skills, experience, market conditions and locations, as well as reflect Oracle's differing products, industries and lines of business.

Candidates are typically placed into the range based on the preceding factors as well as internal peer equity.

Vacation accrual is prorated for employees working between 20 and 34 hours per week. Employees working fewer than 20 hours per week are not eligible for vacation.
