Primary Purpose is:To administer, manage and provide oversight over Military Personnel Programs, Promotions, Evaluations, and Contract Quality Control. Provide strategic advisory support for HQ ACC staff, NAF, Wing Senior Leaders, MAJCOM Functional Managers, Base, unit leadership, and military and civilian personnel assigned to Air Combat Command (ACC). Responsibilities Establishes and implements military personnel programs oversight and evaluation requirements/processes to ensure service delivery at the command and in the field operates in line with regulatory and fiscal requirements and in support of command/directorate goals and mission requirements. Plans, organizes, and directs the activities of the Military Personnel Programs Branch, ensuring that Air Combat Command complies with legal and regulatory requirements and meets customer needs. Represents Air Combat Command Military Personnel Programs Branch with a variety of Agency, Command, and functional area organizations. Exercises supervisory personnel management responsibilities, Advises and provides work assignment direction and advisory to military and civilian employees assigned to Military Personnel Programs Branch. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and management Positions, 0201 Series SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes wide range of federal HR laws, executive orders, regulations, policies, directives, instructions, and concepts governing HR functions such as merit promotion, recruitment and placement, affirmative employment, employee and labor-management relations, employment performance and conduct issues, and other programs to serve as an HR specialist at a MAJCOM, providing staff-level advice to operating HR offices across the command in the development of solutions to especially complex problems of program improvements FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Extensive knowledge of a wide range of military personnel concepts, theories, principles, operations, laws, executive orders, regulations, instructions, programs, and practices governing military personnel programs. Knowledge of the DoD/Air Force mission, roles, functions, organizational structure, management, and operation of large organizations to provide headquarters staff guidance and participate in the development of goals, objectives, and policies while performing in-depth research, gather facts, and use extensive and effective analytical and evaluative methods to accurately access information to reach sound conclusions and formulate recommendations involving difficult military personnel issues. Ability to plan, organize, and direct branch functions and manage work operations to meet program requirements, goals, and objectives within available resources. This includes ability to mentor, motivate, team build and appraise the staff of an organization directly and through subordinate supervisors while establishing and maintaining effective and positive work relationships internal and external to the organization. Skill in conducting reviews and analyzing and assessing HR program operations to include identifying deficiencies; measuring compliance, consistency, and effectiveness; and making recommendations for enhancements and improvements. Ability to communicate effectively, both orally and in writing, while using methods and techniques to develop and evaluate written materials, research and analyze concepts, identify problems and their root causes, gather pertinent data. identify solutions and prepare commination products. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
