GENERAL PURPOSE:
Under supervision of the Town Manager, directs the Public Works Department (PWD) through effective planning, staff management, and resource allocation. Assures the effective completion of PWD projects, and compliance with state and Federal regulations, and Town policies, procedures and goals.
SUPERVISORY RESPONSIBILITIES:
Directly supervises the Parks/Streets/Maintenance Supervisor, the Collections Supervisor, Fleet Maintenance Supervisor, Engineering Technician and administrative staff; indirectly supervises all other public works employees. Carries out supervisory responsibilities in accordance with the Town\'s policies and applicable laws. Responsibilities include participating in interviewing and hiring, training employees; planning, assigning, directing and supervising work; appraising performance; rewarding and coaching employees; addressing complaints and resolving problems.

LEADERSHIP, PLANNING, AND COORDINATION:
- Participates as a member of the Towns executive management team, contributing to organizational decision-making, problem-solving and long-range planning.
- Provides strategic leadership and professional management consistent with Town Council policy and organizational goals.
- Plans, develops, administers and monitors departmental budgets; ensures responsible stewardship of public funds and compliance with adopted budgetary constraints.
- Prepares and presents clear, accurate, and professional staff reports, analyses, and recommendations to the Town Manager, Town Council, boards, commissions, and other Town stakeholders.
- Promotes effective communication, teamwork, and a customer-service-oriented culture.
- Fosters collaboration and coordination across departments to ensure integrated service delivery and effective use of Town resources.
- Serves as a professional representative of the Town in interactions with elected officials, staff, residents, consultants, partner agencies and regulatory bodies.
PUBLIC WORKS:
Directs Public Works Department (PWD) staff and operations including streets, parks, traffic control, solid waste collections, fleet maintenance, and facilities maintenance.
Develops and manages construction projects and contracts.
Develops, evaluates and implements department goals, objectives, policies and procedures; assures departmental activities are in compliance with all laws, policies, regulations, and goals; coordinates programs with other departments and agencies.
Oversees planning, coordination, and delivery of public works programs, services, and capital projects to ensure they meet community needs and adopted service levels.
Serves as the principal advisor to the Town on Public Works programs and technical issues; interprets concerns, develops solutions, and determines scope and priorities of projects.
Prioritizes and assigns tasks and projects; trains and evaluates staff; counsels, coaches and instructs employees as required; develops staff skills and conducts performance evaluations; meets regularly with staff to discuss and resolve workload and technical issues.
Develops and administers PWD operating and capital budgets; prepares reports, analyses, and recommendations related to expenditures, service levels, and long-term infrastructure needs.
Prepares reports of PWD activities, operations and financial d ta; researches technical issues and recommends solutions.
Coordinates public works programs and projects with other Town departments, regional partners, contractors, and state and federal agencies.
Writes technical and analytical reports; makes technical estimates of a specialized nature in connection with PWD projects.
Establishes and monitors performance, safety, and quality standards for public works operations; ensures corrective action is taken when necessary.
Ensures compliance with applicable federal, state, and local laws, regulations, safety standards, and Town policies through appropriate delegation to supervisory and technical staff.
Enforces work methods, procedures and standards, and assures that work activities are in compliance with Town policies and quality standards.
Responds to questions from residents and provides information and customer service; investigates and resolves inquiries and complaints and enforces rules and regulations.
Provides policy-level direction and coordination during emergency events affecting public infrastructure and public safety; responds to emergencies and directs work activities in the interest of public safety and property protection as needed during emergencies.
Performs other duties as assigned or required.
