The primary purpose of this position is to: Serve as a first-level supervisor by planning, directing, organizing, and exercising control over nonsupervisory employees assigned to the 48th Fighter Wing, Royal Air Force (RAF) Mildenhall. Responsibilities Plans, organizes, and directs the activities of (insert organization), ensuring that the installation SAPR program and personnel comply with legal and regulatory requirements and meets customer needs Exercises supervisory personnel management responsibilities Represents (the organization) with a variety of installation and functional area organizations Serves as the installation Supervisory Sexual Assault Response Coordinator (SARC) to comply with Department of Defense (DOD) requirements, developing and managing prevention and support programs and activities for sexual harassment and sexual assault reporting and advocacy options, victim assistance needs and appropriate referrals, as directed by the Principal SARC Ensures the development and implementation of prevention and response program activities and efforts relating to sexual assault Requirements Conditions of Employment Qualifications CONDITIONS OF EMPLOYMENT CONTINUED: This position has been designated by the DAF as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the DAF, national security, and public safety Employee may be required to work other than normal duty hours, to include evenings, weekends, holidays, and/or an on-call status; The on-call or rotational status requires that SAPR personnel work hours could vary, to include a requirement to be available 24/7, to respond to calls received via the helpline, from military or civilian law enforcement or from the military treatment facility or local hospital The work requires the employee to drive a POV/GOV. An appropriate, valid driver's license is required for this position Work may occasionally require travel away from the normal duty station on military or commercial aircraft In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions to include the Individual Occupational Requirements (IOR) for the GS-0101, Social Science Series. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Bachelor's degree in behavioral or social science; or related disciplines appropriate to the position NOTE: You must submit a copy of your transcripts. OR Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field NOTE: You must submit a copy of your transcripts. OR Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience include: 1) Applying knowledge of laws, regulations, executive orders, issues, etc. relating to victim advocacy, sexual assault, and other acts of interpersonal violence. 2) Providing knowledge of laws, regulations, and policies as well as behavioral, social science and/or public health practices principles and theories relating to the prevention of and response to sexual assault and other acts of interpersonal violence. 3) Administering knowledge of social services delivery systems and concepts, principles, and theories relating specifically to sexual assault and other acts of interpersonal violence. 4) Assessing program needs to accomplish goals and objectives, evaluate program status, and recommend and/or implement solutions for improvements. 5) Applying tact and diplomacy during difficult circumstances to advise and inform individuals and high-level officials on complicated, sensitive, and sometimes controversial issues. 6) Establishing and maintaining effective working relationships with organizations and individuals to identify, establish, modify, and provide victim support assistance. 7) Analyzing, planning, and directing work operations and mentoring, motivating, and appraising the staff of an organization. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Comprehensive and professional knowledge of a wide range of social science and social work principles, concepts, practices, and social service delivery related to victim advocacy and SAPR program management, budgeting, resource allocation, and strategic planning pertaining to sexual assault prevention and response. 2. Knowledge of safety and security regulations, practices, procedures along with Public Law, regulations, executive orders, etc. to include the DoD and OAF organizational structure, management policies, methods, and practices to improve installation level SAPR accessibility and relevance to the command mission relating to sexual assault/sexual harassment victim advocacy and related self-directed or interpersonal violence. 3. Skill with conflict resolution and negotiation strategies, counsel on performance or behavior, and initiate corrective actions, maintaining professionalism and fairness. 4. Skill to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors along with formulate and conduct installation level SAPR program assessments and evaluations, identify issues, conduct research, analyze, interpret, and apply laws, regulations, and polices to summarize results and make appropriate recommendations to senior leadership. 5. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. 6. Ability to communicate effectively, both orally and in writing, applying conscientious attention to detail, tact, and diplomacy during interactions with internal, external, and high-level officials during difficult and sensitive circumstances with skilled communication, including developing rapport and actively listening to establish and maintain effective working relationships with organizations and individuals to enhance victim support and assistance. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
