Air Force Materiel Command SUPERVISORY FUNDS MANAGEMENT SPECIALIST - DIRECT HIRE AUTHORITY in Lackland AFB, Texas

The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to the Cash Operations and Integration Branch (SVFTC) Responsibilities Plans, organizes, and directs the activities of the AF Services Center's Cash Operations and Integration Branch, ensuring AFSVC complies with legal and regulatory requirements and meets customer needs. Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Represents AFSVC with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with the Office of the Secretary of Defense (OSD), HAF/AIS, SAF/FMCEB, etc. Performs all duties and responsibilities necessary to develop, coordinate, and finalize system modifications on the Air Force cash management system. As the AFSVC foreign currency manager, personally maintains daily contact with domestic and foreign banks to obtain the best foreign currency rates available to meet Air Force foreign currency needs. Requirements Conditions of Employment Qualifications Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience to include but is not limited to: Experience determining whether funds are being used to support mission and objectives in accordance with accounting, banking and financial management theories practices methods and techniques. Experience with payment and collection practices employed by the Federal Reserve and commercial banking systems to include understanding of electronic tools available for managing and analyzing funds, bank products and services using a treasury management system. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of accounting, banking, budgeting, and financial management theories, practices, methods, and techniques, as well as administrative policies and procedures. Knowledge of organizational practices, policies, functions, and programs to accomplish a variety of assignments. Knowledge of safety and security regulations, practices, and procedures. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization Ability to communicate effectively, both orally and in writing. Comprehensive knowledge of payment and collection practices employed by the Federal Reserve and commercial banking systems; the National Automated Clearing House Association (NACHA) presentments and Bank Administrative Institute (BAI) rules and formats for electronic commerce transaction sets; to include understanding of electronic tools available for managing funds, analyzing funds, bank products, and services using a treasury management system. Knowledge and experience in foreign currency management. Knowledge of and ability to apply generally accepted accounting principles (GAAP), Appropriated Funds (APF) and Non-Appropriated Funds (NAFs) accounting policies, procedures, and systems. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Additional Information AcqDemo Expanded Probationary Period for Supervisors and Managers: An additional supervisory probationary period of one year may be required when an employee is officially assigned to a different supervisory position. This is an acquisition demonstration project position NH-03 equivalent to a GS-12 to GS-13.
