Site QA Manager

The Site QA Manager is a manager within the Natrium organizational structure who has been given responsibility under the Natrium Department Directors and corresponding Senior Manager for the technical, performance, and personnel management of a team within the Natrium Project Organization. They are responsible for defining, coordinating, and executing a specific portion of the interdisciplinary technical scope within the Natrium Project through project completion. The Site QA Manager is responsible for building their team through hiring/staffing the correct mix of skillset, experience, and knowledge. They are responsible for growing the personnel within their team through annual goal setting and monitoring, career growth opportunities, and encouraging professional development. The Site QA Manager will ensure their staff is trained to appropriate standards and will leverage both internal and external means to provide support as needed.

The Site QA Manager will have QA management experience in NRC 10 CFR 50, Appendix B regulated environments. They will drive work performance and technical quality across their team, through schedule planning and monitoring, cost planning and management, staffing planning and management, and risk management. Experience with industry codes, standards and guides such as ASME, AWS, AISC, ASTM, EPRI, NEI, ISO, NEC and IEEE are strongly desired.

Responsibilities

• Develop and manage a highly-effective team focused on meeting and defining quality requirements:

o Demonstrate visible, continuous leadership in the areas of safety and quality.

o Focus on maintaining an inclusive and welcoming work environment which fosters innovation and synergy.

o Hire, tr in, and qualify personnel.

o Identify and propose staffing needs, prepare job descriptions, and interview candidates.

o Set yearly goals, hold mid-year reviews, and perform annual performance reviews.

o Support employee professional development and career objectives.

o Coach for performance.

o Help resolve employee concerns.

o Recommend promotions, transfers, and other staffing changes.

• Ensure the Project and technical scope are being met while meeting quality requirements:

o Estimate effort and durations required for scheduled activities.

o Participate and provide input and feedback to Pre-Job Plan meetings.

o Assign applicable personnel to activities.

o Monitor and report status of activities.

o Oversee partner and vendor technical work, as required.

o Approve timecards and contractor invoices.

o Help develop and review statements of work with Procurement personnel for supplier technical activities.

o Identify and communicate opportunities for work process improvements with department business manager.

o Coach team members, including employees, partners, and contractors on Nuclear Safety Culture, Procedural Use and Adherence expectations

o Develop and ensure growth opportunities for employees.

• Ensure the technical adequacy and quality of work products:

o Ensure technical adequacy of work performed.

o Participate in Corrective and Preventive Actions, Continuous Improvement, Lessons Learned/Operation Experience, and Risk Management processes.

o Provide reviews and approvals attesting to technical adequacy of work products.

o Review quality affecting procedures (e.g., engineering, procurement, document control, records, and resting).

o Ensure compliance with TerraPower Engineering procedures and guidelines, including applicable quality standards.

o Review procurement specification, purchase orders, contracts, task orders and agreements, and flow-downs applicable quality assurance requirements in Order/Contracts.

o Keep one's team technically synchronized with each other and with the Project; help remove roadblocks, break down silos and promote resilience and resourcefulness.

o Facilitate definition of technical interfaces/handoffs from other teams.

o Provide technical oversight of contractor, supplier, and partner work, where applicable.

o Keep senior managers, department directors, and lead technical staff informed of major emerging technical issues, while working to solve these problems with others.

o Provide input to technical risk harvesting exercises.

o Assist in the identification of regulations, codes, and standards applicable to the work.

o Ensure technical documents meet applicable regulatory guides, codes, and standards.

o Ensure design conducted in accordance with Project requirements, configuration management and change control plans and practices.

Key Qualifications and Skills

• B.S. engineering related discipline from an accredited university and 8+ years direct experience, or an M.S. or Ph.D. with commensurate experience.

• NQA-1 Audit Team Lead qualification or ability to achieve qualification within first year.

• 12+ years' experience in a Quality Assurance function with 5+ years as a Manager in a nuclear (NRC, DOE) Quality Assurance function preferred or in a regulated environment such as EPA, aerospace, or similar industries.

• Experience successfully managing and leading a team of technical QA professionals.

• Exceptional communication skills to integrate with a geographically and organizationally diverse engineering team are required.

• Experience managing projects executed under a high degree of regulatory oversight, with a preference for experience building Nuclear Power Plants.

• Strong technical acumen, with the ability to understand complex technical concepts is highly desirable.
