Job Description Summary
The Tendering Engineer for Substation Automation supports business growth by delivering accurate, competitive, and compliant proposals for substation automation, protection, control, packaged with Telecom and M&D systems.
In this current role, it is expected that Lead Customer (Tendering Engineer) will manage the entire bid process, from analyzing client requests to submitting proposals. The focus will be on interpreting customer requirements, defining optimized technical solutions, and ensuring alignment with applicable standards and commercial objectives. It involves close collaboration with internal stakeholders and external partners to develop robust cost models, assess risks, and optimize scope and delivery. The position plays a critical role in securing profitable projects through disciplined tender governance and strong technical judgment.
Job Description
Roles and Responsibilities
Technical Analysis of customer needs/RFQ to define and offer products/Service/Solutions based on DS Agile / G500/ GPG/ AAA portfolio, Cyber Security, MiCOM and Multilin range of products. In some potential bids, Packaging with Telecom and M&D scopes are to be concluded
Ensure Complaint offer to the technical specifications in accordance with tender requirement
Identify & Flag Key Risks and ensure the mitigation plan in Risk & Opportunity register
Managing & Implementation of the Return of Experience (ROE)
Ensure proposals are in accordance with commercial and execution strategies
Ensure technical Derogation and approvals intact, if applicable for finalizing the technical solution
Ensure completion of site assessments (site visit/review) for Brownfield/Existing Substations & site
Maintaining the Typical circuits /schemes /solution in Tendering Tool to facilitate future offerings
Ensure the respect of technical and commercial offers time schedule to serve sales force in due time maintaining improvised quality level of Bids
Review and respond to Technical Clarifications of bid and presenting the solution to the customer
Support order booking as per signed contract/PO, ensure budget margins & drive an improved Operations turnover process
Support the Sales team in commercial and technical meetings/negotiations with customers
Ensure the complete bid management phases to ensure compliance to Company's policy & Instructions
Ensure Bid Management process in context to package offering towards the customer
Ensure conducting different tender reviews internally with all stakeholders as per Tender Due dates
Conduct Transfer Meeting and hand over relevant documents to operations team
Review and maintain Tendering Hit Rate (Submission %age and Win rate with Quality Bids)
Responsible for review and analysis of cost and price preparation & calculations
Responsible for having formal quotes of third-party products/systems and updating in Tendering tool in line with sourcing
Responsible for ensuring correct costing in Estimation tool in accordance with latest updates
Cost Optimization & Risk Analysis: Challenge product/solution costs and delivery costs in tenders
Commercial/ Technical win loss Analysis of Bids
Required Qualifications
Bachelor’s degree in electrical, electronic, industrial engineering or equivalent
​Minimum 3 years of experience in tendering, commercial, engineering function
Strong verbal and written English language skills
Comfortable in hybrid working conditions
Ability to live in Istanbul, Kocaeli & Pakistan
Willing to travel %10- 15 in international area
Desired Characteristics
Comprehensive knowledge and understanding of Grid Automation Business (Protection and DCS is must)
Telecom and M&D knowledge will be a plus
Understanding and knowledge of MENAT customer requirements and specifications
Understanding of commercial contracting guidelines
Pro-active approach with excellent interpersonal & communications skills
French, Arabic, Turkish would-be a plus
