Primary Purpose
The Manager, Disability & Leave Programs serves as the enterprise compliance subject matter expert (SME) for federal, state, and local disability and leave regulations and is the operational lead for program updates and COE initiatives. This role owns program governance, external vendor partnership strategies, and continuous improvement to ensure a compliant, employee centric experience that balances risk, cost, and operational excellence. The manager partners with Legal, HR Business Partners, Benefits, Payroll, Labor Relations, Risk, and IT to design, administer, and optimize integrated leave and disability programs (e.g., FMLA, ADA/ADAAA, state Paid Family & Medical Leave, short and long term disability).
Primary Duties
Serve as the enterprise subject matter expert for federal, state, and local leave and disability regulations including FMLA, ADA/ADAAA, USERRA, state Paid Family & Medical Leave, pregnancy protections, and other statutory leave programs. Ensure alignment with related programs such as Workers' Compensation. (18%)
Define key performance indicators and analytics to monitor compliance, efficiency, cost, and employee experience; develop executive dashboards and insights to inform leadership decisions; and lead associated change management, training, and stakeholder engagement to drive adoption and effective program execution. (18%)
Manage and oversee complex disability and leave cases including escalations, ADA interactive process coordination, multi-jurisdictional leaves, overlapping entitlements, and union-related considerations. Ensure consistent and compliant case administration. (15%)
Lead development and governance of the leave policy framework including plan documents, employee guides, manager playbooks, and standard operating procedures. Maintain compliance and implement updates in response to regulatory or business changes. (15%)
Lead the design, governance, and continuous improvement of disability and leave programs including process standardization, digital enablement, and employee experience improvements, while identifying opportunities to streamline operations and improve program effectiveness. (12%)
Oversee vendor strategy and management including market scans, RFP processes, vendor selection, contract negotiations, service level agreements, performance monitoring, and operational governance. (12%)
Conduct compliance risk assessments, maintain internal controls, and support readiness for internal and external audits. Identify gaps and implement corrective action plans. (10%)
Job Scope
Enterprise role responsible for governance, operational oversight, and continuous improvement of disability and leave programs.
Partners across HR, Legal, Labor Relations, Payroll, Safety, Risk, Finance, and IT to support consistent program administration.
Provides leadership for vendor partnerships supporting disability and leave administration.
Supports complex case management and escalations across union and non-union employee populations.
Minimum Qualifications
Bachelor's degree or equivalent experience in HR, Business, Compliance, or related field.
8+ years of progressive experience in leave administration, disability management, benefits operations, or regulatory compliance.
Demonstrated expertise with FMLA, ADA/ADAAA, and multi state leave laws; experience integrating disability benefits with leave entitlements and Workers' Compensation.
Strong vendor management experience including RFPs, service level agreements, operational governance, and issue resolution.
Ability to interpret complex regulations and translate them into operational policies and scalable processes.
Strong analytical skills with experience interpreting metrics and presenting insights to senior leadership.
Excellent stakeholder management, communication, and change leadership skills.
Preferred Qualifications
Experience in union environments and with collective bargaining agreements impacting leave/disability.
Experience in highly regulated industries such as utilities, healthcare, or financial services.
Knowledge of HRIS/case management platforms such as Workday or ServiceNow HRSD.
Professional certifications such as CPDM, CEBS, SHRM-CP/SCP, PHR, SPHR, or equivalent.
Familiarity with HIPAA, ERISA, ACA implications for disability and leave programs, and privacy/security frameworks such as SOC 2.
Benefits
Annual salary will vary based on a candidate’s skills, qualifications, experience, and other factors: $96,000.00/Yr. – $132,000.00/Yr.
