Position Summary: The NSWG 8 SOF Combat Dive Program Manager provides direct technical, programmatic, and lifecycle management support for SOF Combat Dive, Navy Service Common, and Carry on Hardware (COH) equipment programs. This role ensures configuration control, technical data accuracy, inventory integrity, and compliance with diving, cybersecurity, and safety directives. The Program Manager serves as the primary subject matter expert supporting operational readiness for NSWG 8 dive systems across submarine and special operations platforms.

Duties and Responsibilities: 

• Inventory and Technical Documentation Management: Maintain a current and accurate inventory of SOF COH, Combat Dive (CD), and Navy service common dive equipment. Ensure all associated technical documentation—including technical manuals, drawings, instructions, configuration management records, policies, memoranda, and certification letters—is maintained in an organized technical library. Update inventory records and documentation in a timely manner to reflect equipment or data changes, additions, or deletions.

• Technical Data Package (TDP) Development: Develop and maintain complete, accurate Technical Data Packages (TDPs) for SOF COH equipment and systems, as directed by NSWG 8 (N8). Ensure TDPs are prepared in accordance with applicable standards and guidelines and provide sufficient technical detail to support configuration management, sustainment, and lifecycle management activities.

• Configuration Control and Change Management: Maintain configuration control of all approved SOF COH equipment. Document, coordinate, and obtain approval for all changes, modifications, or updates prior to implementation. Notify NSWG 8 (N8) of proposed changes affecting SOF COH, Combat Dive, or Navy service common equipment. Maintain accurate configuration records and ensure all equipment is properly labeled and identified.

• Cybersecurity and ATO Compliance Reviews: Conduct annual reviews of all SOF COH equipment with an approved Authorization to Operate (ATO) to verify continued cybersecurity compliance and accurate milestone tracking. Prepare and submit Cyber extension or deletion requests as required and ensure all records accurately reflect current ATO status.

• Host Submarine (HOSUB) Program SME Support: Provide Subject Matter Expert (SME) support to the Host Submarine (HOSUB) SOF COH program, including guidance on policies, procedures, and regulatory requirements. Collaborate with government and operational stakeholders to support compliant and effective execution of program activities.

• Correspondence Development and Coordination: Draft, process, and coordinate official correspondence, including dive waivers, approval requests, diving assessments, dive system certifications, and configuration change requests. Ensure correspondence is accurate, thoroughly reviewed, and routed through the appropriate chain of command in accordance with established procedures. Track approval status and keep stakeholders informed throughout the coordination process.

• SOF COH Tracker Management and Reporting: Maintain and distribute routine updates to the SOF COH tracker at the direction of the Department Head. Ensure updates clearly communicate status, progress, and identified issues or risks. Retain tracker data to support historical reference and provide ad hoc reports as required.

Required Skills and Abilities:

• Certification: Navy Dive School (NEC M1DV or higher)

• License: Valid driver's license

• Passport: Valid passport

• Clearance: TS/SCI

• Experience: Minimum 2 years in NSW or equivalent TYCOM or Inventory and Lifecycle Management

• Experience: Supporting SOF Diving Operations, including Dry Combat Submersible (DCS), Dry Deck Shelter (DDS), Lockout Trunk (LOT), Lockout Chamber (LOC) aboard SSN/SSGN platforms

• Experience: Working knowledge of NAVSEA/NOSSA Navy Lithium Battery Safety Program

• U.S. citizenship

• Excellent written and verbal communication skills

• Ability to write correspondence in military format

• Proficiency in Microsoft Word, Excel, PowerPoint, and Outlook

• Ability to work independently with minimal oversight

• Professional bearing with military and civilian personnel

Physical Demands and Work Environment:

While performing the duties of this position, the employee is regularly required to talk, listen, and write. The employee frequently is required to use foot/ankle motions, hands or fingers, handle or feel objects, tools, or controls. The employee is required to stand, walk, sit; and reach with hands and arms. The employee must occasionally lift and/or move up to 25 pounds.
