Summary This is a National Guard Title 32 Excepted Service Position. This is a Permanent GS-2210-13 SUPERVISORY IT SPECIALIST (PLCYPLN) (TITLE 32), Position Description Number D1564P01 in and is part of the MO 131st Bomb Wing. This is a non-bargaining position. Responsibilities Determines unit goals that are the foundation for long and short range planning and execution of all unit programs. Considers factors such as current and future mission needs, political climate, environmental concerns, area demographics, radio frequency spectrum, and tactical training location availability. Ensures squadron unit type code (UTC) training meets requirements and achieves combat readiness objectives. Makes critical judgments and on-the-spot decisions regarding the safety of personnel deployed to tactical environments. Ensures the availability of mission capable tactical communications-electronics UTCs to meet training and US Air Force contingency requirements. Monitors adequacy of maintenance and repair actions/procedures and components. Assures timely identification of potential system wide telecommunications electronics equipment deficiencies and notification of concerned agencies. Directs the formulation, presentation, justification and execution of an allocated multimillion-dollar budget involving both federal and state funds. Directs, manages and supervises, directly and through subordinate supervisors, approximately 21 positions Implements Federal and state military and civilian merit promotion, position classification, incentive awards, and suggestion programs. Coordinates with the National Guard Bureau (NGB), major commands, and other operating agencies to determine if existing operational capabilities are compatible with Air Force joint operational and national agency requirements. Negotiates and approves host/tenant agreements, memoranda of understanding, joint use and inter-service agreements, leases, and licenses with military and civil agencies. Ensures proper and adequate security and safeguarding of property, tactical telecommunications-electronics equipment, weapons and ammunition, resources, and people. Develops the Resource Protection Plan that identifies high value/risk assets, evaluates potential threats, and set levels of protection. Ensures personnel are trained and exercised in wartime skills. Ensures implementation of a functional station information systems plan to provide for equipment data security, communications, data processing, and computer services. Coordinates Environmental Compliance Assessment (ECAMP) visits with NGB. Responsible for the Environmental Protection Program. Performs other duties as assigned. Requirements Conditions of Employment Qualifications MILITARY REQUIREMENTS: Selected candidate must currently be assigned to a military unit in the Missouri Air National Guard. Title 32 employees will not be militarily senior to their full-time supervisor (grade inversion). Maximum Military Grade - Maj (O-4) Minimum Military Grade - 1st Lt (O-2) GENERAL EXPERIENCE: Must possess experience that provided you with basic knowledge of data processing functions and general management principles that enable you to understand the stages required to automate a work process; experience in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems. GS-13 SPECIALIZED EXPERIENCE: Must possess 36 months of specialized experience which demonstrates ability to plan, coordinate, and direct a variety of functions including; maintenance, logistics plans, supply, multimedia, quality control, production control, ground radio, telecommunications, software test analysis, all data centers, technical service centers, help desks, communication networks (voice and data), network control centers, plans and programs, local computer program development and computer systems operations. The specialized experience must also demonstrate your ability to provide advice, counseling and/or instruction to subordinate employees involving all the complex, diversified activities, functions and services in those functional disciplines encompassed in the work centers listed above. DOD Information Awareness Certification Requirements: The employee must obtain and maintain at a minimum a Secret security clearance. Incumbent must possess or be able to obtain and maintain certifications per DoD Directive 8570.1-M, AR 25-2, and as detailed in the Information Assurance (IA) Training and Certification Best Business Practice (BBP).Failure to satisfactorily obtain and maintain required certifications in accordance with the listed publications are grounds for termination. Selectee is required to satisfactorily complete the appropriate training and obtain the required certification/recertification for this position as outlined in DoD Publication 8570.01-M, Information Assurance Workforce Improvement Program, dated 19 December 2005 (incorporating Change 1 dated 15 May 2008). Education This job does not have a qualification requirement that allows substitution of education for specialized experience.
