The Accounting and Finance Department is actively seeking a City Comptroller.
This position shall be appointed by the Mayor, subject to confirmation by Council, and shall serve at the pleasure of the Mayor. The City Comptroller is the Chief of the Accounting Division. This position reports to the Director of Finance/CFO and works closely with other division chiefs and department heads to ensure that all financial transactions and records are accurate, organized, and compliant with government regulations and standards. The Comptroller provides functional leadership for the ERP system’s financial modules. The position oversees the management of financial reporting, fund accounting, accounts payable and receivable, payroll, and budgetary accounting for the City of Jacksonville’s Consolidated Government. The accounting division is staffed with 50 employees. Primary responsibilities include the following:
Examples of Work
Oversees the financial controls, workflows, user access standards and reporting structures within the ERP system.
Ensures fund accounting records and budgetary accounting control records meet operational, compliance and reporting requirements to prevent expenditures greater than appropriations or allotments.
Prepares disbursements and conducts thorough pre-audits, where possible, of all City payment processes, including payrolls, before payment. Maintains audit control over cash receipts.
Oversees the management of the fund accounting to ensure the accuracy of the general fund and the coordination between the general fund accounts, internal service accounts, grants accounts, enterprise accounts, capital asset accounts and all other accounts.
Oversees the accounting for the City’s capital assets, including the recording, tagging and annual inventory of fixed assets.
Oversees the management of accounts payable/accounts receivable.
Oversees ERP training and the development and maintenance of standard operating procedures (SOPs) for the division.
Oversees the accounting for multiple federal/state grants to include the recording, reconciliation, and reporting of the awards to the City.
Oversees the management of the financial reporting and system administration area with responsibility for the year-end financial statement audit, the annual comprehensive financial report (ACFR) and the single audit.
Oversees the management of the payroll processing and accounting. Provides functional leadership for the payroll modules in the HCM system.
Coaches and provides direction and support to the appointed managers in the division to ensure positive outcomes, a cohesive team atmosphere and goal attainment responsive to customer needs.
Demonstrates a thorough understanding of Governmental Accounting Standards as maintained by the Governmental Accounting Standards Board (GASB) and is familiar with current related issues.
Meets regularly with the CFO for status reports, overall direction of City's finances, updates on special projects and updates on resolution of concerns and audit issues.
Communicates status of City's accounting position with internal and external auditors and coordinates overall division response on audits.
May periodically be asked to present to City Council committees or special groups interested in the City's accounting position.
May assist the CFO and Treasurer with the preparation of presentation materials for the City's bond issuances and ratings agency presentations.
Coordinates with other divisions, departments and agencies of the Consolidated Government to ensure accuracy and effectiveness in financial reporting and transaction management.
Communicates clear direction, manages for results and leads organizational change.
Assigns responsibility, takes corrective action, demonstrates leadership in evaluating, developing and motivating employees.
Open Requirements/Supplemental Information
Bachelor's Degree or higher from an accredited college or university in accounting - required.
Five (5) years supervisory experience in governmental accounting or equivalent training and experience - required.
LICENSE CERTIFICATION/REGISTRATION:
- A CPA certificate and/or other relevant certifications such as CGFO, CGFM, CPFO - preferred.
