Description:

Position Purpose: The Human Resources Director is a key executive leadership role responsible for overseeing all aspects of the human resources function within the organization. This position serves as a strategic partner to the CAO and other senior executives, providing guidance and direction on HR-related matters to support the organization's mission, goals, and objectives. This position requires a seasoned HR professional with strong leadership skills, business acumen, and a deep understanding of human capital management.

Essential Job Responsibilities 

Strategic HR Leadership:

• Develop and implement HR strategies and initiatives that align with the organization's overall business objectives.

• Provide strategic guidance and counsel to senior leadership on all HR-related matters, including workforce planning, talent acquisition, performance management, and organizational development.

• Lead the development and execution of HR policies, programs, and processes to foster a positive organizational culture and enhance employee engagement and retention.

 

Talent Acquisition and Management:

• Oversee the organization's talent acquisition function, including recruitment, selection, and onboarding processes.

• Develop and implement strategies to attract, retain, and develop top talent, ensuring the organization has the necessary skills and competencies to achieve its goals.

• Implement performance management systems and processes to evaluate employee performance, provide feedback, and support professional development and career advancement in accordance with the Head Start Program Performance Standards (HSPPS) and Head Start Act.

 

Employee Relations and Compliance:

• Serve as a trusted advisor to management and employees on employee relations issues, including conflict resolution, disciplinary actions, and workplace investigations.

• Ensure compliance with all applicable employment laws, regulations, and company policies, and lead efforts to mitigate legal risks related to HR matters.

• Oversee the administration of employee benefits programs, compensation plans, and other HR-related policies and procedures.

Organizational Development and Change Management:

• Lead initiatives to drive organizational effectiveness and continuous improvement, including organizational design, development, and change management.

• Foster a culture of innovation, collaboration, and diversity, equity, and inclusion (DEI) throughout the organization.

• Champion initiatives to promote employee wellness, health, and safety, and enhance the overall employee experience

 

Requirements:

Knowledge/Skills/Experience and Other Requirements

• Master's degree in Human Resources, Business Administration, or a related field.

• HR certification (e.g., SHRM-SCP, SHRM-CP, SPHR, PHR) preferred.

• 10+ years of experience in non-profit human resources management, HR consultancy including at least 5 years in a leadership role

• Have clear understanding of the Head Start Act and Head Start Program Performance Standards (HSPPS).

• Able to think strategically and collaborate effectively with senior leadership and stakeholders

• Deep knowledge of HR best practices, employment law, and regulatory compliance requirements.

• Demonstrated ability to develop and execute HR strategies that drive business results and support organizational growth and development.

• Experience leading organizational change initiatives and fostering a culture of continuous improvement and innovation.

• Proficiency in HRIS systems and other HR-relate technology platforms.

• Substantial problem-solving relevant to maintaining the continuity of Head Start/Early Head Start operation

• Ability to accurately comprehend oral and written assignments and interpretation of policies and procedures, Performance Standards, and Federal, State, and local regulations.

• Occasional lifting of up to 50lbs, frequent, prolonged sitting and standing to complete tasks.

• Ability to travel, sometimes overnight and with short notice.
