Division: Fiscal Department

The Mission of ELMHS is to provide mental health evaluation, treatment, habilitation and consultation for adults. Programs include inpatient interventions, jail based evaluations, supervised group home and residential programs, forensic evaluation, care, custody, and aftercare; intermediate and long term psychiatric are in coordination with the total system of care in Louisiana.

ELMHS is looking for a motivated, detail-oriented, and positive individual to join our team as an Administrative Program Specialist.

Minimum Qualifications

Three years of experience in administrative services; OR

Six years of full-time work experience in any field; OR

A bachelor's degree.

EXPERIENCE SUBSTITUTION:

Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information

Job Duties:

In this role, you will:

  • Technically review all ELMHS’ professional and social service program contracts for detail to ensure that information contained is in compliance with LDH and OBH policies and procedures and federal guidelines

  • Coordinate and monitor agency professional or social service contracts.

  • Track contracts through the approval process which involves OBH program managers, LDH Contracts and Review Section, Division of Administration (DOA) Office of State Procurement (OSP) and LaGov. Must be able to identify the physical location of all contracts.

  • Log contracts, invoices, budget revisions and amendments into data base on a daily basis. Maintain records; prepare weekly contract status reports and correspondence relate to contracts and/or grants. Work with administrators, program managers and executive management to solve contract problems.

    Position-Specific Details:

    Appointment Type: The position may be filled as a Probational appointment (open to all qualified applicants); a promotion (open to all statewide classified and Agency wide permanent status employees); or by Detail to Special Duty; or as a part-time.

    Compensation: This position has a Minimum Hire Rate: $1,443.20 bi-weekly/ $18.04 hourly.
