APTIM Site Health & Safety Officer (SHSO) in Jackson, California
Job Overview
We are seeking an experienced Site Health & Safety Officer (SHSO) to support residential earthmoving and environmental remediation projects in Jackson, California and surrounding communities.
The SHSO will serve as the on-site safety lead, responsible for implementing, enforcing, and continuously improving all health and safety programs associated with residential hazardous material excavation and site restoration activities.
This role requires strong field presence, with the majority of time spent actively monitoring work areas, coaching crews, and ensuring compliance with OSHA, Cal/OSHA, and environmental safety regulations. The SHSO will support safe execution of residential yard excavations, contaminated soil removal, transportation, and disposal operations.
Key Responsibilities:
Safety Program Implementation
Serve as the primary on-site safety representative for all project activities.
Implement and enforce the Site Health and Safety Plan (HASP), Accident Prevention Plan (APP), and Activity Hazard Analyses (AHAs).
Ensure compliance with OSHA, Cal/OSHA, EPA, and project-specific safety requirements.
Maintain a high-visibility field presence (80--90%) to monitor work activities and correct unsafe behaviors.
Ensure proper use of PPE including respiratory protection, Level C (and occasional Level B) requirements.
Hazard Analysis & Work Planning
Assist field supervisors in development and review of AHAs and JSAs for excavation, hauling, and restoration activities.
Participate in and monitor daily pre-task safety briefings.
Conduct routine site walk-downs, inspections, and hazard assessments.
Identify and mitigate risks associated with:
Excavation and trenching
Heavy equipment operations
Truck hauling and site access
Residential interface and public safety
Environmental & Hazardous Work Oversight
Ensure safe execution of contaminated soil excavation and handling operations.
Oversee compliance with hazardous material transportation and disposal requirements.
Monitor and support:
Air monitoring and dust control
Soil handling and stockpile management
Decontamination procedures
Coordinate with environmental teams and regulators as needed.
Industrial Hygiene & Monitoring
Conduct or oversee:
Air monitoring (particulate, VOCs as applicable)
Noise monitoring
Confined space monitoring (if required)
Interpret monitoring results and implement corrective actions.
Maintain calibration and proper use of monitoring equipment.
Safety Training & Communication
Conduct site safety orientations for all new personnel.
Lead daily toolbox talks and weekly safety meetings.
Promote a strong safety culture and behavioral-based safety practices.
Communicate lessons learned and safety alerts across crews.
Incident Management & Reporting
Lead and document incident investigations, near misses, and safety observations.
Maintain accurate records including:
OSHA logs
Safety reports
Training documentation
Coordinate injury management and medical response when required.
Support continuous improvement through good catch and near-miss reporting programs.
Emergency Response
Support and implement site emergency response procedures.
Ensure readiness for:
Medical emergencies
Hazardous material exposure
Evacuation scenarios
Coordinate with local emergency services when needed.
Basic Qualifications
Minimum 5 years of construction safety experience, including:
Residential or civil earthmoving projects
Environmental or hazardous material work
Minimum 1--3 years experience on hazardous waste or remediation sites.
Strong knowledge of:
OSHA and Cal/OSHA regulations
Excavation and trenching safety
Heavy equipment operations
Hazardous material handling and disposal
OSHA 30-Hour Construction Certification (required)
40-Hour HAZWOPER with current 8-hour refresher (required)
Current First Aid/CPR certification
Experience with:
Air monitoring equipment and interpretation
Respiratory protection programs
Valid driver's license with clean driving record
Strong communication and documentation skills
Preferred Qualifications
Experience with residential environmental remediation programs
Experience working under EPA, DTSC, or similar regulatory oversight
CHST, CSP, or other safety certifications
Experience supporting community-facing or residential projects
Knowledge of California-specific environmental and safety regulations
Physical Requirements
Ability to work 80--90% in the field in active construction environments
Standing/walking for extended periods (up to 100% of shift)
Lifting up to 50 lbs
Ability to:
Work in excavations and uneven terrain
Wear respiratory protection and PPE
Work outdoors in varying weather conditions
Work Environment

As of the date of this posting, a good faith estimate of the current pay range for this position is $80,000 - $134,000 Per Year. Compensation depends on several factors including: experience, education, key skills, geographic location of the position, client requirements, external market competitiveness, and internal equity among other employees within APTIM.
