WATER / WASTEWATER ASSISTANT SUPERINTENDENT

DEPARTMENT: Water Production/Wastewater GRADE: H17

LOCATION: Water Plant DATE: February 26, 2026

GENERAL PURPOSE

Performs a variety of skilled, technical, supervisory, and administrative work in the planning, construction,

operation, repair, maintenance, and replacement of municipal water and wastewater treatment systems.

SUPERVISION RECEIVED:

Works under the close supervision of the Water/Wastewater Superintendent and may be required to

work under the close supervision of the City Administrator.

SUPERVISION EXERCISED

Exercises close supervision over assigned treatment plant operators and seasonal maintenance workers.

ESSENTIAL DUTIES AND RESPONSIBILITIES

? Operates and maintains the water and wastewater treatment facilities to provide high quality potable water

and wastewater effluent to meet NPDES or other local, state, or federal regulations.

? Plans, schedules and implements construction, maintenance, and operation activities to provide quality

services for the city; may oversee construction and maintenance work to determine acceptability and

conformance to standards.

? May supervise the installation, maintenance and repair of electrical systems for the treatment system.

? May oversee the analysis of water, wastewater, sludge, effluent and industrial pretreatment to provide data

for the efficient operation of the treatment plants.

? Assists in training, supervision and discipline of employees performing the duties of maintenance,

construction and repair of water and wastewater treatment facilities.

? Supervises the control and use of, and assumes responsibility for all materials, supplies and equipment used

in the maintenance, construction and repair of water/wastewater treatment systems.

? Supervises and inspects the repair of water quality equipment, pumps, meters and other systems at frequent

intervals to insure that all aspects of the systems are functioning properly.

? Requisitions needed supplies for the department and maintains a variety of records relating to personnel,

equipment, supplies, water consumption and reports and other data.

? Reports to and advises Supervisor, and other city officials in matters relating to department activities; may

provide information to various civic, educational and public groups and individuals regarding department

projects and problems.

? May supervise, instruct and assist crews in water and wastewater treatment activities.

? May oversee inspections of installation of equipment for compliance with regulations and requirements.

? Ensures that all necessary materials, supplies and equipment are available by maintaining an inventory of

parts and materials and obtaining necessary parts, tools and supplies from or through the city store room.

? May respond to complaints regarding water problems or potential problems; evaluates the situation,

determines steps to rectify the problem; explains the problem to customer and follows through to remedy the

problem.

? Insures the proper maintenance of equipment and tools by supervising and participating in cleaning and

checking equipment and tools after use.

? Oversees the safety of assigned maintenance workers and equipment operators by instructing individuals

in proper safety procedures and monitoring work in progress.

? Assists in motivating and evaluating personnel by acting as a liaison between crew members and

water/wastewater treatment superintendent.

? Assists in analyzing annual operating costs and makes recommendations for future department budget(s)

and long-term planning.

? Assists in the design and installation of new water treatment equipment or related systems and facilities.

? Monitors present and potential future industrial users to assure compliance with discharge requirements.

? Assists in enforcement of rules, regulations, policies and procedures relating to the operation of the water

and wastewater treatment systems and facilities.

? May operate a variety of power construction and maintenance equipment used in the system.

? Serves on various employee or other committees as assigned.

? Other duties as assigned.

DESIRED MINIMUM QUALIFICATIONS

Education and Experience:

? Graduation from high school or GED equivalent.

? Graduation from a four-year college or university with a degree in environmental science, public health, civil

engineering, public administration or a closely related field.

? Five (5) years of experience relating to the construction, repair and maintenance of water and wastewater

treatment systems including the operation of related maintenance equi
