Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a TRAINING TECHNICIAN, Position Description Number D2219000 and is part of the PA Deputy Chief of Staff G3, National Guard. 1 or more Position(s) may be hired against this Announcement. Responsibilities As a Training Technician GS-1702-09, you will provide technical guidance and assistance to subordinate elements, the headquarters operations section, and other staff sections in planning, coordinating, preparing, conducting, and documenting individual and collective training. Serve as the technical specialist in readiness reporting for the organization. Manage and oversee the administration of the command's school program. Make recommendations and assists in the preparation of yearly training budget requirements for submission to higher headquarters based on yearly training guidance and training calendar. Ensure the proper forecasting, allocation, and usage of training ammunition within the command. Assist in the preparation of plans and procedures for anti-terrorism/force protection and military support to civil authorities. Provide input to the training officer for the assignment of work within the training and operations section. Perform other duties as assigned. Requirements Conditions of Employment Qualifications APPOINTMENT STATUS: EXCEPTED This is a Dual Status Excepted Service Technician position in the Pennsylvania Army National Guard. AREA OF CONSIDERATION: Bargaining Position AOC 1: NG Employees at the Deputy Chief of Staff G3 AOC 2: NG employees in the Deputy Chief of Staff G3 AOC 3: NG Employees of the Pennsylvania National Guard AOC 4: All service members of the Pennsylvania National Guard (This includes M-Day Soldiers, Temporary Technicians and AGR Personnel) Military Grades: OFFICER O1-O3 WARRANT OFFICER WO1-CW5 ENLISTED E1-E9 Supervisor for this position is MAJ Wright *NOTE: Accessioning into this position is contingent upon verification of Secret Security Clearance GENERAL EXPERIENCE: All series personnel must be certified at the next higher level before being eligible for that level and must have a minimum of one year on-the-job experience in the grade immediately below the next higher level. Must have the education and validated understanding of the basic principles and concepts of the occupational series and grade. Experiences, education, or training that demonstrated the ability to follow directions, read, understand, and retain instructions, regulations, and procedures that otherwise demonstrates the ability to perform or learn to perform the duties of the position. SPECIALIZED EXPERIENCE: Application must indicate at least 24 months experience that demonstrated the particular knowledge, skills, and abilities (Competencies/KSAs) to successfully perform the duties of the position. Knowledge of Army or Air Force vision, values, organization, policy, and mission is mandatory. Knowledge in training centers, training programs, schools, and units for these systems. Experiences in conducting and developing education and training programs. Experienced in conducting, supervising, or developing education or training programs. Knowledge in the Army or Air Force education and training policy requirements. QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled. REPROMOTION CONSIDERATION (Applies to technician applicants only.) Technicians who have been demoted from this or a higher grade previously held in the same occupational series without personal cause and who are not in a grade retention status will be given consideration for re-promotion. Technicians who believe they are entitled to such consideration should forward a description of the circumstances with their application. Technicians eligible for re-promotion will be considered prior to using competitive promotion procedures, except when another technician has a statutory or regulatory right to be placed in or considered for the position. In accordance with section 9902(h) of title 5, United States Code, annuitants reemployed in the Department of Defense shall receive full annuity and salary upon appointment. They shall not be eligible for retirement contributions, participation in the Thrift Savings Plan, or a supplemental or redetermined annuity for the employment period. Discontinued service retirement annuitants (i.e., retired under section 8336(d)(1) or 8414(b)(1)(A) of title 5 United States Code) appointed to the Department of Defense may elect to be subject to retirement provisions of the new appointment as appropriate.
