Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a PROGRAM ANALYST, Position Description Number D1905000 and is part of the PA United States Property and Fiscal Office, National Guard. 1 or more Position(s) may be hired against this Announcement. Responsibilities As a PROGRAM ANALYST, GS-0343-09, you will develop sampling plans and procedures for validating unit/activity accountability and inventory certifications. Evaluate unit and organizational effectiveness. Collectively evaluate management effectiveness of property management functions and informing management of their programs. Apply statistical analysis techniques to measure progress, efficiency, and trends impacting the effectiveness of the organization to meet the organizational goals and objectives. Interpret a variety of requirements making independent judgments to determine organizational compliance with applicable regulations, procedures and practices. Advise the USPFO, DCSLOG/G4, Command Staff, unit/activity commanders, activity managers on the evaluation of basic program policies, regulatory requirements, and follow-up procedures regarding applicable completed evaluation. Develop processes, management, administrative, and technical evaluation plans for implementation by supervisors/managers. Recommend internal reporting and status tracking procedures to ensure adequate control in terms of deadlines, progress reports, and follow-up reports. During the assessment, the examiner reviews and ensures ground safety, fire prevention and security standards are being followed. Responsible for on the spot corrective assistance and guidance to unit/activity personnel during the conduct of the evaluation/review. Coordinate with other logistics sections within the USPFO and Joint Force Headquarters to resolve technical problems concerning supply and equipment authorizations and accountability. Perform other duties as assigned. Requirements Conditions of Employment Qualifications APPOINTMENT STATUS: EXCEPTED This is a Dual Status Excepted Service Technician position in the Pennsylvania Army National Guard. AREA OF CONSIDERATION: Bargaining Position AOC 1: NG Employees at USPFO Supply and Services Division AOC 2: NG employees in the USPFO (This includes Internal Revenue, Contracting, Resource Management, and DPI) AOC 3: NG Employees of the Pennsylvania National Guard AOC 4: All service members of the Pennsylvania National Guard (This includes M-Day Soldiers, Temporary Technicians and AGR Personnel) Military Grades: ENLISTED E1-E9 WARRANT OFFICER WO1 - CW5 OFFICER O1 - O3 Supervisor for this position is CPT Mcaninch. *NOTE: Accessioning into this position is contingent upon verification of Secret Security Clearance GENERAL EXPERIENCE: Experience, education, or training in administrative, professional, investigative, technical or other responsible work which demonstrates analytical ability and a practical and theoretical knowledge of the functions, processes and principles of management. Experience using computer and automation systems SPECIALIZED EXPERIENCE: Must have at least 24 months experience which has provided a working knowledge of the National Guard organizational structures, functions, procedures, and techniques. Experience analyzing, interpreting and developing policies and procedures of local management QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled. They shall not be eligible for retirement contributions, participation in the Thrift Savings Plan, or a supplemental or redetermined annuity for the employment period.
