About the Indiana Utility Regulatory Commission (IURC):

The Indiana Utility Regulatory Commission is an administrative agency that hears evidence in cases filed before it and makes decisions based on the evidence presented in those cases. An advocate of neither the public nor the utilities, the Commission is required by state statute to make decisions in the public interest to ensure the utilities provide safe and reliable service at just and reasonable rates.

Role Overview:

The Assistant General Counsel provides legal guidance to commission leadership and departments across a broad range of issues. In this role, you will serve as a skilled and knowledgeable resource on utility laws, regulations, and compliance. Responsibilities include supporting legislative inquiries, conducting research on matters affecting the commission, drafting appellate briefs, and advising on rulemaking, contracts, and procurement processes.

Salary:

The salary for this position traditionally starts at $70,844 but may be commensurate with education or work experience.

A Day in the Life:

Responsibilities include:

  • Conduct legal research on issues faced by the Commission.

  • Draft appellate briefs.

  • Draft contracts.

  • Represent the Commission staff in certain proceedings.

  • Ensure compliance with public records requests.

  • Assit with legislative inquiries.

  • Act as legal liaison to Commission divisions.

  • Represent the Commission in regional meetings and processes.

This position is exempt from overtime compensation for additional work hours that may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.

What You'll Need for Success:

Credentials:

  • Juris Doctorate from an accredited university or law school.

  • Member in good standing with the Indiana State Bar Association.

  • We will also accept applications from candidates who are graduating from law school and taking the Indiana Bar Examination in 2026, contingent upon successful completion of both.

Additional qualifications:

  • Excellent skills and proven proficiency at legal research and writing - applicant must provide a writing sample and a copy of the applicant's law school transcript.

  • Knowledge of and experience with administrative law, statutory interpretation, Indiana Rules of Trial Procedure, and Indiana Rules of Evidence.

  • Ability and experience working productively with limited supervision in a collaborative setting.

  • Knowledge of and experience with State of Indiana contracts and procurement processes.

  • Knowledge of and experience with State of Indiana rulemaking procedures.

  • Knowledge of utility law and regulatory practices and procedures.

  • Knowledge of and experience pertaining to environmental issues.

  • Knowledge and experience pertaining to regional and federal energy issues.

  • Able to perform essential functions with or without reasonable accommodation.

Supervisory Responsibilities/Direct Reports:

This role may be utilized in a supervisory capacity based on agency needs.
