Program Summary
KBR supports the operational needs of U.S. armed forces at Morón Air Base in Spain and several bases in Turkey. We provide program management, civil engineering, morale, welfare, and recreation support, among other essential services. Awarded by the Air Force Installation Contracting Center, our contract spans a five-year base period with three one-year options, reflecting our commitment to excellence and operational support.
Job Summary
The Director of Engineering & Construction Management provides executive leadership and technical authority for all engineering, infrastructure planning, construction, and asset optimization activities under the UABOS contract in Türkiye. The Director is responsible for optimizing the installation’s Base & Novation (B&N) assets in accordance with PAD 12-03 and subsequent revisions, ensuring infrastructure directly supports mission readiness, operational resilience, and cost efficiency.
This role integrates portfolio optimization, community planning, energy management, program development, and project execution within a multi-regulatory environment (DoD/USAF and Turkish host-nation requirements), while maintaining full lifecycle accountability for infrastructure assets.
Roles and Responsibilities
Lead the development and execution of a comprehensive B&N asset optimization strategy in accordance with PAD 12-03 and future updates
Direct installation and community planning functions, ensuring alignment with mission growth, force posture, and long-range infrastructure needs
Lead program development activities, including project identification, requirements validation, and cost estimating
Serve as senior technical authority across all engineering disciplines (civil, mechanical, electrical, environmental)
Oversee installation Energy Management Program, including the Energy Manager function
Establish and lead a Project Management Office (PMO) governing all infrastructure projects, while implementing standardized project controls, reporting mechanisms, and risk management processes
Direct all phases of project execution, from planning through design, construction, and closeout
Resolve construction issues, change orders, and field risks with minimal mission disruption
Lead multidisciplinary teams including engineering, planning, energy, PMO, and construction personnel
Utilize advanced computer skills (Microsoft Teams, Word, Excel, PowerPoint, Outlook, OneDrive, and other tools) to develop professional reports, presentation, project documentation and communicate with customers and colleagues.
Basic Qualifications
Turkish Citizen
Minimum English level III in speaking, reading, writing, comprehending
Bachelor’s degree in engineering, Architecture, Construction Management or related field
Combined experience of 10 years in Engineering, construction, and/or Infrastructure Management
Minimum 5 years of progressive experience in engineering, construction, or infrastructure management
Knowledge of B&N Asset Optimization (PAD 12-03) and USAFE OCONUS contracts
Previous experience managing 5+ direct report employees
