Work You'll Do

The Federal Senior Administrator partners with Federal engagement teams to recommend the most appropriate procurement strategy and to execute end-to-end contractor procurement and onboarding. This practitioner works closely with CSS team members in the U.S. and India supporting Federal third-party contingent procurement, onboarding, and ongoing maintenance. After onboarding/training, you will:

  • Explain the contractor procurement process to stakeholders, including why controls and steps exist.

  • Set expectations on bill rates, timelines, risks, and common procurement challenges.

  • Manage a portfolio of engagements; recommend sourcing approaches such as adding vendors, adjusting sourcing channels, and improving fulfillment outcomes.

  • Conduct workforce forecasting with engagement teams using technology (e.g., tracking cycle time, fulfillment, rate trends, and vendor responsiveness) to drive better sourcing and planning decisions.

  • utilizing prior data of skills requested, vendors fill ratios, rates, etc. to anticipate ongoing staffing needs.

  • Lead vendor conversations to address delivery constraints and recommend process and performance improvements.

  • Create and manage project records and resource requests in the vendor management system (VMS); broadcast requests to the supply chain.

  • Review vendor submissions using structured screening criteria (technical/functional alignment, risk factors, compliance readiness) before sending candidates to engagement teams.

  • Coordinate candidate interview logistics and communications.

  • Collect, validate, and organize documentation for consent packages and onboarding requirements.

  • Create and maintain work orders in the VMS; update as needed throughout the assignment lifecycle.

  • Support contractor hiring execution, including rate negotiations, required legal documentation, and coordination of systems access/laptop needs.

  • Advise engagement teams on using firm financial systems (e.g., Deltek Costpoint) to create purchase requisitions (PRs) and purchase orders (POs) for contractor assignments.

  • Process Costpoint requisitions; create and maintain purchase orders and related records.

  • Organize and maintain procurement lifecycle data in firm repositories (e.g., Costpoint, VantagePoint, DMS) in accordance with Federal Acquisition Regulation (FAR) requirements.

  • Build and maintain FAR-compliant procurement files and support audit response activities as required.

  • Retrieve and validate compliant data from Deloitte systems to ensure accurate, complete, and defensible files.

  • Communicate professionally and responsively with internal and external stakeholders; operate independently while escalating risks/issues appropriately.

  • Perform additional ad hoc tasks as needed.

  • Use VMS, financial, and document management platforms to maintain accurate, real-time procurement status and audit-ready documentation.

  • Use approved AI-enabled tools to improve efficiency (e.g., drafting stakeholder communications, summarizing requirements, creating checklists), while ensuring data privacy, confidentiality, and compliance.

    The Team

The Contingent Staffing Solutions (CSS) team delivers alternative staffing support aligned to future of work needs-from demand forecasting through execution-across all sectors. CSS combines Contingent Workforce Services (CWS) with Independent Contractor capabilities to augment Deloitte's traditional subcontractor staffing support (pre- and/or post-award).

Qualifications

Required:

  • 4+ years of relevant experience as a contracts/subcontracts administrator (or equivalent procurement administration experience).

  • 2+ years of experience with contractual and regulatory requirements (e.g., FAR, DFARS, AIDAR) to ensure compliant procurement activity aligned to policy and procedure.

  • 2+ years of experience with Federal procurement/contracting regulations and the procurement lifecycle.

  • 2+ years of experience with Microsoft Outlook, Excel, and PowerPoint.

  • Bachelor's degree.

  • Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future

  • Ability to travel 10%, on average, based on the work you do and the clients and industries/sectors you serve

    Preferred:

  • Working knowledge of the Federal acquisition lifecycle.

  • Experience using Deltek Costpoint.

  • Familiarity using AI tools in an enterprise environment (with appropriate governance).

  • Strong prioritization and ability to manage multiple high-priority tasks in a fast-moving environment.

  • High attention to detail, strong quality assurance mindset, and consistent follow-through.

  • Collaborative working style across distributed teams (U.S./India) and multiple stakeholder groups.

  • Excellent written and verbal communication skills.

    The wage range for this role takes into account the wide range of factors that are considered in making compensation decisions including but not limited to skill sets; experience and training; licensure and certifications; and other business and organizational needs. The disclosed range estimate has not been adjusted for the applicable geographic differential associated with the location at which the position may be filled. At Deloitte, it is not typical for an individual to be hired at or near the top of the range for their role and compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range is $66,200 to $121,800.

You may also be eligible to participate in a discretionary annual incentive program, subject to the rules governing the program, whereby an award, if any, depends on various factors, including, without limitation, individual and organizational performance.
