What to Expect
The Project Manager III, Well Connects provides quality project management support for Phillips 66 Midstream. The Project Manager will work closely with Business Development, Operations, Environmental, Land, Strategy Execution, and Project Execution to develop and execute projects that add value to the midstream business unit and Phillips 66. This includes the full range of project engineering and management support from initial project development through engineering design, scheduling, procurement, construction, and project closeout.
What You’ll Do
Coordinate and manage multiple Well Connects capital projects from funding approval through commissioning, including engineering, procurement, construction, and start-up activities
Execute producer well connection projects, including gathering pipelines, laterals, tie-ins, metering, compression, and associated facilities
Define project scope and develop cost estimates, schedules, risk evaluations, and Project Execution Plans aligned with commercial and operational requirements
Deliver strong safety, quality, schedule, and cost performance in alignment with Phillips 66 core values
Manage internal and external engineering, design, and construction resources to support timely, high-quality project execution
Coordinate project safety requirements and implement applicable safety policies, programs, and reporting
Develop bid packages; identify and evaluate contractors and vendors; and conduct technical and commercial bid evaluations
Lead technical design and constructability reviews with key stakeholders to ensure projects are fit for purpose and operationally ready
Track and manage project costs and schedule performance, including accurate forecasting from development through closeout
Coordinate land access, right-of-way, permitting, and environmental requirements to support well connection execution timelines
Conduct field visits and site surveys to validate scope, monitor progress, and resolve execution issues
Proactively manage change, risk, and hazard evaluations throughout the project lifecycle
Maintain project documentation and reporting, including schedules, cost tracking, change orders, risk registers, lessons learned, and closeout packages
Complete project closeout documentation, including as-built drawings and operations handover materials
Support the development of standardized Well Connects processes and execution practices to improve consistency, efficiency, and speed-to-market
What You’ll Bring — Required
Legally authorized to work in the job posting country
High School Diploma or GED equivalent
5 or more years of project experience in the midstream and/or downstream segment of the oil and gas industry, including crude, refined products, NGLs, and natural gas
Intermediate or greater proficiency in industry-recommended practices, design methods, and QA/QC requirements used to check procedures, incorporate changes, and support document control
Willingness to travel up to 40% to project sites and engineering offices to support project development, design, and execution
What Makes You Stand Out — Preferred
Bachelor’s degree or higher in Engineering (Mechanical or Chemical preferred) or Construction Management
5 or more years of experience managing pipeline and midstream facilities projects
5 or more years of experience in the midstream segment, specifically in field gas gathering, compression, gas processing, and treating
3 or more years of experience running gas-field hydraulics using NextGen simulation software or similar tools
Intermediate proficiency in SAP
Working knowledge of federal, state, and local regulations, industry standards, and DOT requirements
Working knowledge of applicable industry standards and codes (ASME, ANSI, API, NACE, NFPA, CFR, etc.)
Compensation Range
This position has a base salary range of $137,700 - $168,300.

Midstream
The Phillips 66 Midstream business is a safe, reliable, and trusted provider for the movement, storage, gathering, and processing of liquid or gas energy via pipelines or terminals. We are an industry leader in logistics and operate or manage more than 70,000 miles of pipelines that transport crude oil from oil fields to refineries and finished products from refineries to storage terminals. We operate 39 terminals that supply finished products to consumer gas stations, as well as crude oil and NGL storage terminals and NGL fractionation facilities. Our capabilities include extensive natural gas gathering and processing operations, enhancing our wellhead-to-market strategy. We also provide the connectivity between the various Phillips 66 business units.
