Job Description
Position Title: Payroll Tax Accountant
Position Reports To: Manager, Payroll
Position Summary:
The Payroll Tax Accountant manages payroll operations in an organization and provides the report to the manager of finance and payroll manager. Payroll Accountant prepare employee salary statements, maintain payroll files, and create reports. Preparing ledger entries with earnings and deductions. Calculating salaries, overtime earnings, and vacation deductions. Maintain payroll files and create reports. Payroll accountants ensure all payroll procedures are in line with governmental laws and policies. Payroll accountants process union dues, fringes, and month end closing of payroll.
Essential Functions
Coordinate with HR and Accounting on employee GL codes to ensure employees are reporting accurately and post to the correct accounts
Prepare monthly payroll reconciliation reports for GL team.
Prepare monthly union employer expense reports, record all union fees to projects
Process union dues and benefits via check request and/or ACH remittance
Manage working dues deductions for union employees and non-union employees
Manage taxable benefits and imputed income & include state disability to year-to-date totals as needed
Review weekly payrolls for prevailing wage and union jobs, confirming the rate of pay and overtime rules
Register jurisdictions and open payroll tax accounts as needed
Complete Quarterly and Monthly reports and amendments processed in ADP’s Smart Compliance as required
Manage Garnishments in ADP’s WGPS as needed
Calculate voluntary contributions to ensure the lowest rates are reflected in Smart Compliance
Complete settlements for all Payrolls & Off Cycles in Workday as needed
Reconcile all union contributions and fringe benefits as needed
Update all employment rates in Smart Compliance & work with ADP as the Payroll Tax Liaison
Update all corrected employee information in IRS & SSA systems a needed
Answer employee questions or complaints concerning payroll as needed
Create and test multi-state payroll events in Workday and automate job cost postings
Assist with Optimization of Automating Payroll and Payroll Tax Workday events
Validate business processes with controls and prioritize which processes may be automated
Validate current business processes & determine which payroll / payroll tax events can be automated
Reconcile all payroll taxes quarterly & validate YTD totals to ensure the 941’s are correct
Reconcile Wisely account and work with accounting to ensure funding will be available as needed
Lead client audits and ensure OCIP’s are completed time and correctly
Work with internal departments and external authorities to address audit requests and provide various payroll data reports (STD, FSA, Worker’s Compensations)
Prepare Weekly, Monthly and Quarterly tax journals for all three companies and send to ADP.
Post labor to Microsoft Dynamics after payroll is finalized and prepare weekly payroll journal entries.
Implement and create a Ticket System for Payroll, Payroll Tax, & Certified Payroll Pods
Identify improvements for payroll accounting processes and procedures to ensure strong internal controls and efficient flow between Payroll and the other departments.
Support Work Day payroll operations, including troubleshooting and system optimization
Education & Experience
Degree in Accounting, Finance, Business, or relevant field
Minimum 4 years of payroll experience, prevailing wage, tax compliance, union and reconciliation skills
Experience in multi-state employment and tax filings
Advanced excel skills and comfort of working with macros
Minimum 3 years experience with LCP Tracker & WH -347 Forms
Experience with Workday payroll system implementations
Knowledge, Skills & Abilities
Advanced Excel skills (functions, formulas, data etc.)
Knowledge of Union payroll processes, dues, and guidelines
Knowledge of legislation relevant to accounting and payroll.
Working knowledge of payroll systems (Workday, ADP)
Ability to analyze data, identify problems and provide recommendations for improvement
Strong communication skills
Strong attention to detail, accuracy, and time management
Ability to work independently as well as with a team in a fast-paced environment
Demonstrated ability to collaborate and communicate with internal operations, accounting, and HR Operations
Excellent organizational and planning skills.
Working Conditions/Physical Demands
Remaining in a stationary position, often standing, or sitting for prolonged periods.
Light work that includes moving objects up to 20 pounds.
No adverse environmental conditions expected.
