Job Description
AECOM is seeking a motivated and experienced Environmental Compliance Project Manager to join our EHS + Air practice as a seller–doer. The primary emphasis of the group is to support clients with their EHS regulatory compliance needs for a variety of federal, municipal, and private-sector clients. This hybrid position will be based out of our Houston, TX office.
This role is ideal for a compliance professional who thrives at the intersection of t echnical delivery, client relationship management, and business development. The successful candidate will lead and support environmental compliance programs while actively identifying, developing, and winning new work across public and/or private-sector clients.
This role offers the opportunity to shape client solutions, grow market presence, and contribute to the strategic growth of the practice while delivering high-quality, defensible environmental compliance services.
Key Responsibilities include:
Client Delivery & Technical Leadership:
Lead and support environmental compliance programs under federal, state, and local requirements (e.g., CAA, CWA, RCRA, TSCA, EPCRA, state analogs).
Conduct and manage environmental compliance audits, regulatory applicability evaluations, permitting support, and corrective action planning.
Prepare high-quality technical deliverables including compliance reports, permit applications, regulatory analyses, and agency correspondence.
Serve as a technical advisor to clients, translating regulatory requirements into practical, implementable solutions.
Provide quality control and mentoring for junior staff on compliance projects.
Business Development & Seller–Doer Activities:
Identify and pursue new business opportunities within existing and new client accounts.
Collaborate with market leaders and project managers to develop capture strategies, scopes of work, and pricing.
Lead or support proposal development efforts, including technical approaches, staffing plans, and cost estimates.
Build and maintain strong client relationships through trusted advisor roles, repeat work, and cross-selling of services.
Represent the firm in client meetings, industry conferences, and professional organizations.
Project & Program Management:
Serve as Project Manager or Task Lead for environmental compliance projects, managing scope, schedule, budget, and quality.
Coordinate with multidisciplinary teams to deliver integrated compliance and environmental solutions.
Track project performance and support financial management, including forecasting and workload planning.

Qualifications
Minimum Qualifications:
Bachelor’s degree in environmental science, environmental engineering, chemistry, or a related field.
6 years of relevant experience or demonstrated equivalency of experience and/or education implementing environmental compliance programs, client development, and working directly with regulatory agencies within environmental consulting, industry, or a regulatory agency.
Valid Driver's license is required for this role.
Due to the nature of the work, US Citizenship is required.
Preferred Qualifications:
Master’s degree in a related discipline.
10+ years of relevant experience or demonstrated equivalency of experience and/or education implementing environmental compliance programs, client development, and working directly with regulatory agencies within environmental consulting, industry, or a regulatory agency.
Proven seller–doer experience, including client development, proposal support, and repeat work generation.
Established client relationships or market presence in regulated industries (e.g., manufacturing, life sciences, energy, chemicals, federal or state agencies).
Strong written and verbal communication skills, including experience preparing client-facing technical documents.
Ability to manage multiple projects and priorities in a fast-paced consulting environment.
Professional certifications (e.g., PE, CHMM, CEA, or similar)..
Experience supporting ESG, sustainability, or emerging regulatory initiatives is a plus.
Demonstrated leadership and mentoring experience.
Additional Information
Offered rate of compensation will be based on individual education, qualifications, experience, and work location. The range for this position is $95000 to $130000.
