POSITION OVERVIEW

DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS

Oversees and coordinates personnel in evaluating, planning and administration of various construction contracts and projects within prescribed budgetary and time constraints. Directs and coordinates the work activities by construction management, technical professionals, consultants and other outside agencies to resolve problems and expedite project completion. Conducts inspections to ensure adherence to contract specifications and requirements. Verifies and processes progress payments and negotiates cost of changes to contracts. Expedites responses to submittals from construction personnel.

WORKING CONDITIONS

The position is physically comfortable; the individual has discretion about walking, standing, etc. There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature and air conditions.

This is a Houston Public Works Emergency Management position at the Tier III level.

MINIMUM REQUIREMENTS

EDUCATIONAL REQUIREMENTS

Requires a Bachelor's degree in Architecture, Civil Engineering, Construction Management, Landscape Architecture, Project Management or a closely related field based on the responsibilities of the position. Considerable knowledge of design or construction is required.

EXPERIENCE REQUIREMENTS

No experience is required.

Directly related professional architectural, construction or landscape design experience may be substituted for the education requirement on a year-for-year basis.

• Solid oral and written communication skills

• Able to handle multiple, competing, and changing priorities

• Proficiency with Microsoft Office 365, including:

1. Excel, Word, Outlook, Teams, SharePoint

Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.
