Wage: DOEQ-$14.39-17.99/hr. TOS

SUMMARY DESCRIPTION
The Airport Manager serves as the Department Head of the Hot Springs Municipal Airport and is responsible for the day-to-day business and long-term visioning of the Hot Springs Municipal Airport. The Airport Managers primary responsibility is to ensure the airport facility is maintained in accordance with Federal Aviation and South Dakota Department of Transportation Regulations for the safe arrival and departure of general aviation aircraft. Additional requirements of the position include; protecting city assets, providing aviators and the general public with information, document and inform appropriate authorities of safety hazards, maintain records of operations, and lead in executing the Airport Master Plan. The Airport Manager also works with the City Administration and the Airport Engineering Consultants to ensure the planning and operation of the Airport meets all State and Federal rules and guidelines.
ESSENTIAL DUTIES AND RESPONSIBILITIES
1.
Manage all services and activities of the Hot Springs Municipal Airport, including contracted services
2.
Attends to emergency calls, emergency fuel request, and other types of calls to maintain a safe and efficient operation of the airport
3.
Research, evaluate, recommend and assist in the writing of grant proposals and other funding requests to Federal and State Agencies
4.
Determine runway conditions and manage airport closures and FAA notifications as required
5.
Inform tenants of airport, fire department and Federal Aviation Administration (FAA) rules, regulations, policies, safety measures and lease requirements
6.
Conduct formal and informal inspections to ensure compliance. Document and inform appropriate authorities of safety hazards if they cannot be resolved internally
7.
Research and recommend capital improvements, prepare justifications, grant requests and other documentation as necessary
8.
Lead in the drafting and execution of the Airport Master Plan with the airport engineering consultants, participate in the coordination with various City departments as required
9.
Recommend eviction or lesser action where tenants refuse to comply with established rules, regulation or policies mandated in lease agreements
10.
Maintain records of current lease agreements
11.
Maintain and repair all electrical lighting of airport; beacon and runway lights and weather reporting system
12.
Select, train, motivate, supervise and evaluate Airport staff; assign duties and responsibilities, delegate assignments; make work schedules, training plans; participate in conducting performance evaluations; work with those supervised to correct deficiencies and participate in implementing corrective actions
13.
Represent the Airport department in meetings with other City departments or outside agencies concerning matters affecting the Airport
14.
Develop strategies, and promotional events to raise public awareness of the essential needs a municipal airport provides for the community
15.
Develop and adhere to the annual budget for the Airport
16.
Maintain department inventory lists and supply annually to Finance Department
17.
Perform related duties as required
PERIPHERAL DUTIES
1.
Coordinate with other City departments to ensure Airport services and business is conducted in a timely and efficient manner
2.
Develop marketing and pro otional events to raise the awareness and overall usage of the Airport
3.
Review and make recommendation the City of Hot Springs on requests from persons seeking to conduct activities at the airport
4.
Provide custodial services for all city owned facilities on the airport
