Job Summary

Under the supervision of the City Manager of Holbrook, the Community Development Director provides leadership and oversight of all aspects of community development, including planning and zoning, building safety, code enforcement, floodplain management, and capital project support. This position ensures compliance with federal, state, and local codes and ordinances, oversees inspections, responds to citizen concerns, and serves as a key advisor to the City of Holbrooks City Manager on growth and development matters.

Essential Job Functions

The following duties have been provided as examples of the essential types of work performed by positions within this job classification. Management reserves the right to add, modify, change or rescind work assignments as needed. Some specific duties and responsibilities include:

  • Directs the Community Development Department, including planning and zoning, building inspections, code enforcement, and economic development activities.

{=html} <!-- --> - Develops department goals, policies, and strategies in coordination with the City Manager to meet regional and community objectives.

{=html} <!-- --> - Oversees and reviews building plans, subdivision proposals and development applications; inspects commercial and residential projects to ensure compliance with applicable codes and regulations.

{=html} <!-- --> - Oversee the certificates of occupancy, stop work orders, and citations as necessary. - Responds to citizen complaints related to zoning, nuisance violations, and property maintenance; ensures fair and timely resolution.

{=html} <!-- --> - Prepares and presents reports, including department budgets, fee reports, and annual summaries of activities.

{=html} <!-- --> - Prepares agendas, staff reports, and recommendations for the Planning & Zoning Commissions and Boards of Adjustment.

{=html} <!-- --> - Provides guidance to builders, contractors, and residents regarding codes, permits, and development processes.

{=html} <!-- --> - Coordinates with other departments, agencies, and utility providers on inspections and community development initiatives.

{=html} <!-- --> - Stays current with development trends, building codes, and zoning practices, recommending improvements and updates as needed.

{=html} <!-- --> - Supports the planning and execution of capital projects, in coordination with the City Manager.

Supervisory Responsibility

  • Receives direction from the City Manager.

Knowledge, Abilities and Skills

  • Knowledge of construction methods, codes, zoning regulations, and code enforcement practices.

{=html} <!-- --> - Knowledge of Arizona Uniform Codes, National Electric Code, plumbing, mechanical, and fire codes.

{=html} <!-- --> - Strong organizational and project management skills. - Ability to read and interpret building plans, technical documents, and legal standards. - Strong skills in communication, customer service, and conflict resolution. - Ability to establish and maintain effective relationships with city staff, elected officials, developers, contractors, and the public.

{=html} <!-- --> - Proficiency in Microsoft Office and GIS/mapping software. - Knowledge of Grant writing is preferred.

Qualifications

Required Education and Certifications

  • Preferred: Bachelors degree in urban planning, Construction Management, Civil/Structural Engineering, Geography, Architecture, or related field.

{=html} <!-- --> - Seven (7) years of progressively responsib e experience in community development, building inspection, or related field, including at least one (1) year of supervisory experience.

{=html} <!-- --> - Equivalent combinations of education, training, and experience may be considered.

License or Certificate

  • Possession of a valid Arizona driver\'s license.
  • Preferred: International Code Council (ICC) certifications/ AICP certification.

Position Type/Expected Hours of Work

  • This is a full-time position working on a 4/10 schedule.

Physical Demands

  • Work is performed both in an office environment and outdoors in construction sites and field conditions.
