Highlands Ranch Water Regulatory Compliance Manager in Highlands Ranch, Colorado

In this dynamic position, you'll provide critical oversight and support for the District's regulatory compliance programs. You'll maintain essential water and air quality permits, monitor and document evolving state and federal regulatory developments, and keep our leadership and staff informed on the legislation that impacts our operations. Your expertise will help guide strategic decisions, strengthen our compliance efforts, and support the delivery of safe, reliable water and wastewater services to our community.

Essential Duties and Responsibilities
  • In coordination with the Director of Operations and other staff, the Regulatory Compliance Manager implements the District's responses to federal, and state environmental regulatory laws, regulations, programs, and policies associated with The District's operations.
  • Monitors, identifies, researches, and analyzes environmental regulatory issues. Reviews the existing and proposed federal and state laws and regulations to determine their effects on the District operations. Recommends and assists in the development of compliance programs to address conditions of permits and regulations. 
  • Takes a leadership role in stakeholder groups, such as the Water Quality Forum, Colorado Wastewater Utility Council, Colorado Water Utility Council, Colorado Water Congress, the Barr-Milton Watershed Association, and other similar organizations to assess possible impacts of proposed environmental regulations on the District's operations and compliance. 
  • Assists in the evaluation of the need for emergency response to water and wastewater, or other related emergencies when needed.
  • Actively participates in rulemaking hearings in front of the Colorado Water Quality Control Commission and Air Quality Control Commission when the outcome affects the District's operations
  • Comprehends the state and federal legislative process and communicates how legislation will affect the District operations. Conversely, communicates the District's concerns and comments to legislators.
  • Lead coalitions with other utilities or other groups with common interests to advocate for the District's interests.
  • Performs work in accordance with safety policies and procedures.
  • Perform other duties and special assignments which may be outside the primary areas of employment.
  • Assist other sections as needed to complete the goals of the organization.

Minimum Qualifications
  • Bachelor's degree in environmental science, engineering, legal field or related field, and
  • Minimum of five (5) years of experience with regulatory issues and regulatory agencies.
  • Knowledge of Colorado and Federal laws and regulations pertaining to the water and wastewater industry. Demonstrated understanding of the principles and practices of environmental regulatory rulemaking and policy development. 
  • Experience with State and Federal Safe Drinking Water and Clean Water Act programs.
  • Or any equivalent combination of experience and education may be accepted.
  • Must possess and maintain a valid Colorado Driver's License with an acceptable motor vehicle record.
  • One or more of the following State of Colorado certifications are preferred:
  • Class 1 Collection Operator
  • Class 1 Distribution Operator
  • Class D Wastewater Operator
  • Class D Water Operator

Necessary Knowledge, Experience, Skills and Abilities
  • Ability to work during non-scheduled hours if necessary.
  • This position is considered a Field/Office po ition and may spend a considerable amount of time in the field.
  • Strong computer skills are required to operate effectively in a high-technology environment, including proficiency with Microsoft Office Suite and related software.
  • Excellent verbal and written communication skills and the ability to effectively communicate with top management as well as operations and maintenance staff, including preparing and delivering presentations to internal and external entities.
  • Advanced analytical skills are needed to understand and analyze environmental and regulatory requirements, and the impact they may have on public health, environment, facility design, operations, and regulatory compliance.
  • Excellent customer service skills needed to interact with regulatory agencies and the public.
  • Must be able to read, understand, and interpret detailed Federal, state, and local regulations.
  • Ability to perform required mathematical computations.
  • Establish and maintain effective working relationships with employees, supervisors, other departments, officials, the public and other private and public sector organizations, and work with people from diverse backgrounds and points of view as part of a team.
  • Ability to follow through on tasks and adapt to changing priorities, process conditions, and circumstances.
  • Ability to represent the district with integrity and excellence, setting a positive example for workplace behavior including delivering detailed work with a high degree of professionalism.

Works under the direct supervision of the Director of Water and Wastewater Operations.

Supervises consultants and contractors on a regular basis.

Tools and Equipment Used

Computer equipment and software, multi-line VoIP phone system, intercom, 2-way radio systems, calculator, fax machine, copy machine, postage machine, general office and breakroom equipment, and motor vehicles.

Work Schedule

Generally, the schedule is Monday through Friday, between the hours of 8:00 a.m. and 5:00 p.m. onsite. The work schedule may vary depending on projects, events, programs, meetings, and weather conditions, and will include some evening, early morning, and weekend hours. 

Regular and predictable attendance is an essential function of the job.
