Your role and responsibilities
As a Federal Subcontracts Administrator Level 2, you will support the negotiation, maintenance, and administration of subcontracts through the acquisition process. Manage subcontractor relationships and subcontracts, including the bidding process, negotiations, and execution; monitors subcontractor performance; develops and negotiates subcontract documents; and works closely with the contracts and negotiations department (C&N) to incorporate necessary flow-down clauses. Maintains files for audit readiness.
This role reports directly to Federal Procurement First Line Leader.
Other responsibilities will include:
• Maintain subcontract files and ensure compliance with Contractor Purchasing System Review (CPSR) requirements and the IBM Federal Procurement Blue Book: Create and manage audit files that meet customer requirements and adhere to IBM policies.
· Lead the formulation of price strategy and price-to-win in conjunction with prime contract and project leads, review prime solicitation packages, and draft subcontract solicitation packages to support prime proposal. Strategize pricing and scheduling, communicate with subcontractor teammates, assess responses, and coordinate with stakeholders.
• Conduct price/cost analysis evaluation of subcontractor proposals and write subcontract price analysis narratives for prime contract proposals.
• Utilize IBM procurement systems, process task orders and modifications, and serve as the primary interface between IBM and subcontractors in the pre- and post-award phase.
• Lead the negotiation of subcontract agreements, small business subcontracting plans on proposal efforts, and ensure appropriate prime contract flow downs and firm or agency provisions are incorporated into subcontract agreements.
• Process subcontract negotiations for reasonable pricing and favorable terms, with guidance from management and input from stakeholders.
• Support the capture management process by partnering with Deal Leads (Capture Managers) on new opportunities, including managing procurement activities related to teaming, rate development, subcontract agreements, and compliance with Procurement and Estimating business systems.
• Work as part of a team and use effective communication in daily interactions with internal and external clients. Help resolve subcontract requirements by offering advice based on interpretation and expertise. Serve as a liaison, facilitating communication between subcontract stakeholders and coordinating with program managers and matrixed organizations.
Required technical and professional expertise
Experience in procurement & Extensive knowledge of subcontract administration practices, procedures, and processes supporting federal contracts.
Experience with various types of contracts, including Firm Fixed Price (FFP), Firm Fixed Price Level of Effort (FFPLOE), Cost Plus Fixed Fee (CPFF); Term and Level of Effort (LOE), Time and Materials (T&M); and various Indefinite Delivery Indefinite Quantity (IDIQ) types.
Integral knowledge of Government Contracting to include FARS/DFARS
Comprehensive understanding of Contractor Purchasing System Review (CPSR) requirements
Understanding of end-to-end procurement process
The ability to obtain and maintain a security clearance from the US Federal government
Preferred technical and professional experience
· Experience working in the Government Contracting industry (3-5 years).
· Experience and working knowledge of SAP Aribia and SAP Fieldglass.
