General DescriptionThe Pipeline Safety Department, in the Oversight and Safety Division of the Railroad Commission of Texas, has direct oversight of approximately 224,067 miles of intrastate pipeline. Pipeline Safety seeks field inspectors to perform technical fieldwork related to pipeline safety operations in Region 3.The following link, http://www.rrc.state.tx.us/media/s0zkqwbi/plregionsmap2.pdf will take you to the Pipeline Safety Map with the counties associated with each region, please look for Region 3.Work involves conducting pipeline safety evaluations and incident and accident investigations. The inspector determines pipeline operators' compliance with applicable natural gas and hazardous liquids pipeline safety rules and regulations (49 Code of Federal Regulations, Parts 192 and 195: 16 Texas Administrative Code, Chapters 8 and 18). This position offers the opportunity to learn Pipeline and Hazardous Materials Safety Administration (PHMSA) standards at out-of-state training facilities, work with industry professionals to ensure safe operational standards, and stay informed about new compliance regulations and industry practices. Inspectors conduct site visits and provide current information on PHMSA and Railroad Commission regulations to ensure pipeline operations comply with safety requirements. Work is performed under the general supervision of the Regional Manager and the PHMSA Program Director.Essential Job DutiesExtensive overnight travel of 50% or more. Daily and overnight travel includes completing inspections and investigations, and attending mandatory pipeline safety training, both in-state and out-of-state. Performs timely inspections and consistently reports findings. Must have scheduling flexibility to be on call as needed to respond to emergency situations and conduct incident and accident investigations. Completes and submits weekly inspection reports; incident reports; and administrative reports (weekly work reports, vehicle reports, travel vouchers, etc.) Composes and updates technical reports (e.g., evaluations, investigations) on assigned laptop within prescribed timelines. Composes and updates technical reports as required for special projects as assigned. Operating a state-issued vehicle with extensive driving and field work is an essential duty of this position. Experience and education may substitute for each other on a year-for-year basis.Preferred QualificationsBA/BS or MA/MS degree from an accredited four-year college or university in Engineering, or other job-related field OR Associate Degree or technical certification from an accredited college/technical institute in Engineering/Petroleum/Corrosion Technology, or other job-related field, plus two years' relevant professional work experience.Knowledge, Skills, and AbilitiesWorking knowledge and understanding of engineering principles, theories, and techniques. Knowledge of engineering procedures and mathematics. Skill in applying engineering concepts for conducting pipeline safety inspections. Demonstrated excellent organizational, communication, and writing skills. Ability to apply engineering concepts when inspecting gas, hazardous liquids, and CO2 pipelines and facilities. Ability to learn regulations and standards. Ability to effectively communicate technical information, both verbally and in writing, to a variety of audiences. Ability to take initiative and work independently. Ability to work effectively on a team. Ability to address issues/concerns in a professional manner. Ability to maintain working relationships with internal/external stakeholders. Ability to respond to high-pressure situations and meet changing demands and timelines. Ability to work outside in extreme weather conditions; climb and stoop; reach low and high; crawl in cramped quarters; lift or move up to 50 pounds, and walk/stand outside for considerable amounts of time.
