Job Summary
The Benefits Manager provides leadership and oversight for the University’s employee benefits programs and is responsible for the effective administration of all benefit offerings. This role directs the development and implementation of benefits strategies, manages vendor relationships, and ensures compliance with all applicable federal, state, and University laws, regulations, and policies. The Benefits Manager leads benefit communications, supports employee education, and oversees key processes including open enrollment, retirement programs, and Affordable Care Act (ACA) compliance.
Primary Duties and Responsibilities
Provides leadership and oversight of daily benefits administration, ensuring the accurate processing of enrollments, maintenance of benefits records, and coordination with benefit vendors. Oversees administration of the graduate health insurance plan.
Serves as the primary point of contact for complex benefits-related issues, acting as a liaison between employees, vendors, and external agencies. Leads the resolution of benefit concerns and ensures consistent application of policies, procedures, and regulatory requirements, including oversight of ACA processes.
Develops, implements, and delivers comprehensive benefits communication and education strategies. Prepares and distributes written and verbal materials to inform employees about available benefit programs, including insurance, leave programs (FMLA), retirement plans, and supplemental offerings.
Leads the planning and execution of key benefits-related events and initiatives, including open enrollment, benefits fairs, new employee orientation (in-processing), and campus outreach efforts. Conducts training sessions and informational seminars to promote employee understanding and engagement in benefit programs.
Provides guidance to employees, retirees, and prospective retirees regarding retirement options and processes, including PERS and ORP. Coordinates retirement applications, assists with service credit requests (including military service), and serves as the University’s liaison with retirement system representatives. Oversees day-to-day retirement administration in coordination with the Retirement Manager.
Develops specifications and prepares Requests for Proposals (RFPs) for benefit plans. Evaluates current and prospective benefit offerings and makes recommendations to ensure competitive and compliant programs.
