Air Force Materiel Command DEPUTY DIRECTOR FOR INSTALLATION SUPPORT- DIRECT HIRE AUTHORITY in Hanscom AFB, Massachusetts

The primary purpose of this position is to serve as the 66th Air Base Group (ABG) Deputy, supporting over 12,000 personnel and overseeing complex daily support activities. The deputy makes executive decisions for the commander and represents the group. In the commander's absence, the deputy possesses the same authority, including Title 5 authority over 2,500 civilians. Responsibilities DUTY 1: Exercises supervisory personnel management responsibilities at least 25% of the time. Plan work to be accomplished by subordinates, sets and adjusts short/long-term priorities, and prepares schedules for completion of work. DUTY 2: As deputy commander, plan, organizes, and oversees the day-to-day support activities that the 66 ABG provides to the installation. DUTY 3: Represents the ABG (in an installation commander capacity) with a variety of installation and functional area organizations and HHQs. DUTY 4: Participates in special projects and initiatives and performs special assignments to include long-term planning, functional/technical advice and guidance, and continuity of management. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-03, equivalent to the next to lower grade GS-13 or equivalent in the Federal Service. Specialized experience must include exercising supervisory personnel management and providing executive leadership for the complex day-to-day support activities of a large, diverse organization. This must include developing strategic goals and policies, applying knowledge in areas like manpower and budget, and representing the organization to high-level officials while advising senior leadership. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of manpower concepts, principles, operations, laws, regulations, programs, and practices; knowledge of a wide range of personnel (civilian and military) concepts, principles, operations, laws, regulations, programs, and practices; knowledge of a wide range of services concepts, principles, operations, laws, regulations, programs, and practices; and practical knowledge of education, readiness, and budget execution concepts, principles, operations, and practices. 2. Extensive knowledge of the mission, roles, functions, organizational structure, management, and operation of large organizations to provide high level staff guidance, and participate in the development of goals, objectives, and policies. 3. Knowledge of safety, security, personnel management, Military Equal Opportunity (MEO) and EEO regulations, practices, and procedures. 4. Skill in managing the work operations of multiple organizational segments to meet program requirements, goals, and objectives within available resources. 5. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization directly and through subordinate supervisors.
