Koniag Government Services Training Specialist / Instructional Designer – Mobile Training Team 1 in Hampton, Virginia
Koniag IT Systems, LLC, a Koniag Government Services company , is seeking a Training Specialist/Instructional Designer – Mobile Training Team 1 with a TS/SCI security clearance to support KITS and our government customer at Langley Air Force Base, VA.

The Training Specialist / Instructional Designer for Regional Cluster B (Western CONUS and OCONUS locations (Davis-Monthan, Nellis, Mountain Home, Kadena, and proximate wings), develops and maintains the enterprise curriculum library that supports AI and RPA training across all Air Combat Command wings. This is a mobile training delivery role.
The content production engine that enables the Regional Cluster B Mobile Training Team (MTT) and Virtual Instructor-Led Training (VILT) operations to deliver consistent, high-quality instruction across 20+ wings spanning NIPRNet, SIPRNet, and AFSCI environments.
Owns three critical functions:
Master Curriculum Library:
Design, develop, and maintain all enterprise training content (self-paced modules, VILT session guides, Train-the-Trainer certification packages, assessment instruments)
LMS Administration: Manage the Learning Management System, Regional Cluster B user enrollments, completion tracking, reporting, and integration with the Token and License Management System (TLMS)
Train-the-Trainer Coordination:
Develop and deliver Regional Cluster B Train-the-Trainer certification programs that create sustainable training capacity for Eastern ACC Wing CONUS locations
This position ensures curriculum development and LMS operations run in parallel with no single-point-of-failure. When the Regional Cluster B MTT deploys, when VILT sessions launch, when Eastern ACC wings request training materials, the content is ready, current, and accessible.
Essential Job Functions:
Enterprise Curriculum Library Development & Maintenance :
Design and develop all enterprise training content using the ADDIE methodology (Analysis, Design, Development, Implementation, Evaluation)
Create and maintain self-paced digital learning modules covering:
AI and RPA fundamentals
Platform-specific instruction for AskSage and other approved tools
Responsible AI ethics briefs
Security awareness and data governance requirements
Develop VILT session guides with facilitator scripts, slide decks, demonstration scenarios, and interactive exercises
Create Train-the-Trainer certification packages including all course materials, facilitation guides, assessment rubrics, and platform administration guidance
Maintain separate curriculum versions for NIPRNet, SIPRNet, and AFSCI classification levels
Update training materials within 30 days of any identified knowledge gap (tracked as mandatory KPI)
Version control all curriculum materials with change logs and approval records
LMS Administration & Integration:
Administer the Learning Management System (DAF365 or Government-approved equivalent) across all classification levels
Manage user enrollments, course assignments, and completion tracking for ACC Regional Cluster B personnel command-wide
Configure LMS integration with the Token and License Management System (TLMS) to enforce training-before-access requirements
Generate and maintain training completion reports by Regional Cluster B wing, directorate, and individual user
Troubleshoot LMS technical issues and coordinate with platform vendors as needed
Ensure LMS availability and performance meet QASP standards
Maintain audit-ready Regional Cluster B training records for compliance verification
Train-the-Trainer Certification Coordination:
Design and deliver Train-the-Trainer certification programs for Regional Cluster B wing-level personnel
Coordinate certification delivery during Regional Cluster B wing visits
Assess candidate qualifications and certify trainers based on documented competency standards
Maintain a registry of certified wing trainers with certification dates and renewal requirements
Provide ongoing support and refresher training to certified Regional Cluster B wing trainers
Track Train-the-Trainer program effectiveness and adjust certification standards as needed
Data-Driven Continuous Improvement:
Review monthly service desk data to identify recurring knowledge gaps and training deficiencies within 5 business days of each report
Analyze Regional Cluster B training completion rates, assessment scores, and user feedback to identify curriculum improvement opportunities
Track time from knowledge gap identification to updated curriculum deployment as a mandatory Regional Cluster B performance metric
Coordinate with Help Desk Analysts, AI/RPA developers, and Mobile Training Teams to incorporate Regional Cluster B operational lessons learned
Participate in quarterly Regional Cluster B lessons-learned sessions to inform curriculum updates

- Government-provided office space in secure facility; access to NIPRNet, SIPRNet, and collaboration tools
Classified Work:
- Regular access to classified environments (SIPRNet, AFSCI) required for coordination and stakeholder engagement
Travel Requirements:
Frequency:
- Approximately 50-60% - 10-12 wing Regional Cluster B visits annually covering Eastern CONUS locations (Langley, Seymour Johnson, Shaw, Pope, and proximate wings)
Physical Demands:
Prolonged periods of sitting and working at a computer workstation
Visual acuity for detailed technical work and data analysis
Manual dexterity for typing, coding, and operating computer equipment
Schedule and Availability:
- Core Hours: 0800-1700 EST, Monday-Friday), with occasional extended hours to meet mission deadlines or support operational events
Flexibility:
- Occasional early morning or evening meetings to accommodate wing schedules across time zones
Surge Periods:
- Increased hours during major milestones, events, or exercises (with advance notice)
On-Call:
- Not required, but responsiveness to urgent issues expected (email/phone within 4 hours during duty hours)
Telework:
- No telework eligibility for unclassified administrative tasks; all classified work must be performed on-site in approved facilities
Security Environment:
Work with classified information up to Top Secret/SCI level
Compliance with OPSEC, CUI handling, and classification protocols
Subject to security inspections, audits, and continuous evaluation
Adherence to base access, badge, and facility security requirements
Minimum Qualifications, Certifications, and Platform Credentials:
Required Qualifications
Security Clearance
Minimum Secret clearance at start - Required
TS/SCI clearance required for ISR Wing Visits (no interim acceptable)
Experience
4+ years of instructional design and Virtual Instructor-Led Training (VILT) delivery in federal or DoD environments
Proven track record developing enterprise-scale training programs serving geographically dispersed audiences
Experience administering Learning Management Systems in Government environments
Background supporting AI, data, or emerging technology training programs preferred
Certifications & Methodologies (Required)
ADDIE methodology proficiency – Required (Analysis, Design, Development, Implementation, Evaluation framework)
LMS administration experience with DAF365, Cornerstone, Blackboard, or equivalent Government-approved platforms – Required
Train-the-Trainer facilitation experience – Required
CompTIA Security+ (DoD 8140.03 baseline) – Required
Technical Competencies
Expert proficiency with instructional design tools (Articulate Storyline, Adobe Captivate, or equivalent)
Strong understanding of adult learning principles and competency-based training design
Experience developing training for multiple classification levels (unclassified, Secret, TS/SCI)
Familiarity with SCORM, xAPI, and LMS integration standards
Proficiency with Microsoft Office Suite, SharePoint, and collaboration platforms
Knowledge of accessibility standards (Section 508 compliance) for digital learning content

- All identified Regional Cluster B knowledge gaps addressed with updated training materials within 30 days of identification
Zero training-gated access failures:
- LMS and TLMS integration prevents any unauthorized token activation
100% MTT content readiness:
- Regional Cluster B Mobile Training Teams (MTTs) deploy with current, complete curriculum packages for every scheduled wing visit
Train-the-Trainer certification delivery:
- Regional Cluster B Certification programs delivered at every wing visit where candidates are identified
LMS uptime:
- System availability meets or exceeds QASP standards with zero unplanned outages exceeding 4 hours
Preferred Qualifications
Prosci ADKAR or equivalent organizational change management certification
Experience supporting DoD, Air Force or ACC training programs
Background developing training for intelligence, ISR, or combat operations communities
Familiarity with Advana, AskSage , or other DoD enterprise AI platforms
Previous work with DoD Cyber Workforce Framework (DCWF) training requirements
Experience with video production, graphic design, or multimedia content development
Knowledge of DoD training accreditation processes
