Koniag Government Services Program Analyst in Hampton, Virginia
Koniag IT Systems, LLC, a Koniag Government Services company , is seeking a Program Analyst with a Secret security clearance to support KITS and our government customer at Langley Air Force Base, VA.

The Program Analyst serves as the primary administrator of all program management artifacts for the ACC AI/RPA Acceleration Support contract. will develop and maintain the Integrated Master Schedule (IMS), manage the Risk, Assumption, Issue, and Decision (RAID) log, track all deliverables through submission and acceptance, and monitor financial execution against contract ceilings. will work on-site at Joint Base Langley-Eustis in direct daily coordination with the Program Manager, Contracting Officer's Representative (COR), and Data Analyst to ensure schedule synchronization, deliverable compliance, and real-time program visibility.
This is not a remote administrative role. are embedded with the program leadership team, maintaining the authoritative sources of program status that drive daily execution decisions and quarterly performance briefings.
Essential Job Functions:
Integrated Master Schedule (IMS) Development & Maintenance
Develop the initial IMS within 10 days of contract award, covering all task milestones, deliverable timelines, and interdependencies through the base period
Update the IMS weekly with actual progress, schedule variances, and revised forecasts
Maintain schedule logic, critical path analysis, and resource loading across all six PWS task areas
Coordinate with functional leads to validate task durations, dependencies, and completion status
Identify schedule conflicts, resource constraints, and potential delays before they impact deliverable due dates
Generate schedule performance metrics (Schedule Performance Index, Schedule Variance) for monthly and quarterly reporting
Publish the IMS through the Performance Dashboard for real-time COR and PM visibility
RAID Log Management:
Establish and maintain the Risk, Assumption, Issue, and Decision (RAID) log as the authoritative repository for program governance
Update the RAID log continuously (not on fixed reporting cycles) as new risks, issues, or decisions emerge
Assign owners, likelihood/impact ratings, mitigation status, and target closure dates for every entry
Escalate medium or higher risks to the PM within 2 business days of identification with documented mitigation plans
Track all COR decisions and action items to closure with documented disposition
Generate RAID summary reports for weekly status reports, monthly status reports, and Quarterly Performance Briefs
Conduct quarterly RAID log reviews with the PM to archive closed items and validate open item status
Deliverable Tracking & Coordination:
Maintain the Contract Data Requirements List (CDRL) tracker with all deliverable due dates, submission status, COR review status, and acceptance status
Coordinate deliverable submissions across functional leads, ensuring internal quality review occurs before COR submission
Track deliverable review cycles and follow up on COR feedback or revision requests within 1 business day
Generate deliverable status reports for weekly and monthly program reporting
Alert the PM 5 business days before any deliverable due date to ensure on-time submission
Maintain the deliverable repository on Government-approved platforms (DAF365, SharePoint, or FedRAMP-authorized systems)
Financial Execution Tracking:
Monitor contract labor execution against authorized ceilings for base period and option years
Track actual FTE utilization by labor category and compare against proposed staffing levels
Coordinate with the PM on Contractor Manpower Reporting Application (CMRA) submissions
Generate monthly burn rate analysis and forecast funding requirements for upcoming periods
Alert the PM to any projected overruns or underruns 30 days in advance of threshold breaches
Support annual option year planning with labor and cost projections
Administrative Program Artifact Management:
Prepare Weekly Status Reports for PM review and COR submission (delivered every Friday)
Compile data packages for Monthly Status Reports (submitted by 5th business day of each month)
Support Quarterly Performance Brief development by generating schedule, deliverable, and RAID summary slides
Maintain the Personnel and Hiring Roster (Deliverable 3.6) with monthly updates
Coordinate Government-required reporting including CMRA, labor category certifications, and clearance status updates
Manage internal program files, correspondence logs, and meeting minutes for audit readiness
Daily Coordination & Synchronization:
Attend daily stand-up meetings with the PM and Data Analyst to synchronize IMS updates with dashboard KPI data
Coordinate with the COR on deliverable submissions, schedule changes, and action item follow-up
Support the PM in preparing materials for ACC governance bodies (data councils, change control boards, leadership briefings)
Serve as the primary point of contact for administrative program inquiries from functional leads

Core Hours:
- 0800-1700 EST, Monday-Friday), with occasional extended hours to meet mission deadlines or support operational events
Flexibility:
- Occasional early morning or evening meetings to accommodate wing schedules across time zones
Surge Periods:
- Increased hours during major milestones, events, or exercises (with advance notice)
On-Call:
- Not required, but responsiveness to urgent issues expected (email/phone within 4 hours during duty hours)
Telework:
- No telework eligibility for unclassified administrative tasks; all classified work must be performed on-site in approved facilities

Minimum Qualifications, Certifications, and Platform Credentials:
Security Clearance:
Secret (T3) clearance – Required at contract start
Must be eligible for facility access at Joint Base Langley-Eustis
Experience:
3+ years of federal program analysis, IMS management, and RAID log maintenance
Proven experience supporting DoD or federal contracts with structured program management requirements
Direct experience developing and maintaining Integrated Master Schedules for multi-year, multi-FTE programs
Familiarity with federal contract reporting requirements (CDRL, CMRA, labor category tracking)
Certifications & Technical Skills (Required):
Microsoft Project or equivalent scheduling tool proficiency (Primavera P6, Smartsheet, MS Project Web) – Required
CompTIA Security+ (DoD 8140.03 baseline) – Required
Proficiency with Microsoft Office Suite (Excel, Word, PowerPoint, Outlook) at advanced levels
Experience with SharePoint, DAF365, or FedRAMP-authorized collaboration platforms
Core Competencies:
Strong understanding of schedule logic, critical path analysis, and resource leveling
Ability to identify schedule conflicts and resource constraints proactively
Excellent attention to detail with zero-tolerance for missed deliverable due dates
Strong written and verbal communication skills for status reporting and coordination
Ability to work independently while maintaining daily synchronization with PM and COR
Comfortable operating in a fast-paced environment with competing priorities and tight deadlines
Preferred Qualifications:
Project Management Professional (PMP) or Certified Associate in Project Management (CAPM) certification
Experience with CMMI ML3 or ISO 9001:2015 program management frameworks
Familiarity with Agile/Scrum methodologies and hybrid project management approaches
Previous support to Air Force or ACC contracts
Experience with Power BI, Tableau, or similar dashboard/reporting tools
Understanding of AI/ML, RPA, or data analytics program contexts (technical implementation not required)
Performance Expectations:
Measured against administrative excellence and program management discipline:
100% on-time deliverable submission (zero late CDRL submissions to COR)
Weekly IMS updates published every Friday without exception
RAID log currency with all open items reviewed and updated within 5 business days of status change
Zero missed deliverable due dates due to administrative oversight or coordination gaps
Monthly financial execution reports delivered to PM by 3rd business day of each month
Same-day response to PM or COR requests for schedule data, deliverable status, or RAID log information
