GovCIO is currently hiring for a Portfolio Manager – Network/UC to support Head Quarters Air Combat Command (ACC) Intelligence Directorate (A2). This position will be located in Hampton, VA and will be an onsite position.
Responsibilities
We are seeking an experienced Portfolio Manager focused on Network and Unified Communications (UC) to support a large‑scale Department of Defense (DoD) enterprise network. This role oversees network/UC requirements, lifecycle management, and mid‑term (1–3 year) strategic planning to ensure the enterprise delivers secure, resilient, and modern communications capabilities. The selected candidate will receive direct tasking from the Program Management Office (PMO) and will support enterprise service delivery, modernization initiatives, and mission‑critical operational readiness.
Key Responsibilities
Portfolio & Requirements Management
Manage a portfolio encompassing enterprise network services, unified communications platforms, collaboration tools, and transport infrastructure
Develop, validate, and manage requirements for routing, switching, voice/video services, mobility, messaging, and network security capabilities
Partner with engineering, cybersecurity, and operations teams to ensure mission‑aligned requirements and compliance with DoD architectures and standards
Lifecycle Management
Oversee lifecycle management for network and UC systems, including technology refresh, modernization, sustainment, and decommissioning activities
Track hardware and software baselines, configuration items, licensing, and end‑of‑life schedules
Monitor performance, capacity, resiliency, and availability metrics to drive improvements and maintain service reliability
Strategic Planning
Develop a 1–3 year strategic outlook for network and UC evolution, including modernization, security enhancements, bandwidth planning, and emerging technology adoption
Assess risks, identify technology trends, and recommend investments to maintain a secure, scalable, and mission‑focused communications environment
Provide strategic planning artifacts, roadmaps, and recommendations to the PMO and enterprise governance bodies
PMO Support
Execute direct tasking from the PMO, providing accurate and timely analysis, briefs, reports, and decision-support materials
Support enterprise budgeting, prioritization, and investment planning for network and UC capabilities
Coordinate cross‑functionally to ensure synchronized execution of projects involving engineering, operations, cybersecurity, acquisition, and external mission partners
Producing top quality products for the customer is vital. Primary duties of the Portfolio Manager include, but are not limited to:
Lead project team and manage assignments for respective team members
Collaborate with team members to determine the best practices for project execution
Flexible work attitude and adjustment to customer IT restrictions pertaining to development and deployment of systems
Strong problem solving and good communication skills
Comfortable to brief senior military and civilian leaders with updates on project progress
Ability to research and choose the best, technically feasible solution that meets customer requirements
Qualifications
High School with 6 - 9 years (or commensurate experience)
Required Skills and Experience
Clearance Required: Active TS/SCI Eligibility
6-9 years of IT Project Management experience
Managing multiple, complex, technical projects
Planning and estimating work requirements
Experience supporting DoD networks, programs, or enterprise IT environments (i.e JWICS)
Familiarity with DoD lifecycle processes, requirements management frameworks, and enterprise architecture principles.
Strong communication skills and the ability to work effectively across technical and non‑technical teams
Preferred Skills and Experience
Technical background in networking and systems
PMP or Agile certification
Experience with DoD NIPR, SIPR and JWICS Networks
PMI-ACP preferred
Experience with large‑scale modernization efforts or cloud transition planning.
Knowledge of cybersecurity requirements, RMF processes, and DoD architecture frameworks.
Experience working directly with PMOs or leading cross‑functional technical teams
