Network Planning Engineer II -- 911 Network Planner
Location: 100% Remote
Role Overview
This role is a specialized Network Planning Engineer II position focused exclusively on 911 / public safety networks. The engineer is responsible for planning, designing, deploying, and maintaining mission-critical 911 networks that support emergencies and public safety answer points (PSAPs). The environment is highly regulated with zero tolerance for failure, requiring strong attention to detail, disciplined change management, and deep understanding of 911 network architecture.
Key Responsibilities
· Design and maintain diverse, resilient 911 network architectures that meet PSAP, LEC, and NG911 provider requirements.
· Initiate and manage install, change, disconnect, and rehome orders for DS0 and DS1 circuits supporting 911 networks.
· Forecast capacity, costs, and network demands to drive cost savings while protecting network integrity.
· Monitor utilization and proactively address capacity, performance, and risk issues.
· Engage directly with the 911 community through PSAP outreach, education, and compliance reporting.
Required Experience Profile
This role is not a general network or OSP planning position. Successful candidates typically come from 911, public safety, or highly regulated telecom planning environments.
· Direct experience planning or supporting 911, E911, or NG911 networks.
· Hands-on circuit planning experience with TDM (DS0 / DS1) and SIP within emergency services environments.
· Experience working with PSAPs, municipalities, LECs, or public safety stakeholders.
· Proven ability to manage live network changes, rehomes, and migrations with minimal risk.
· Strong documentation, forecasting, and process discipline in regulated environments.
Lower-Priority Backgrounds
Candidates whose experience is primarily outside public safety networks may require extended ramp time and should be evaluated carefully.
· OSP or fiber construction--focused roles with no 911 exposure.
· Data center, hyperscaler, or enterprise WAN network planning roles.
· Cloud-only or automation-focused network engineering positions.
· Network planning experience without DS0/DS1 or PSAP interaction.

Strong working knowledge of DS0, DS1, TDM, and SIP circuit planning.
Experience supporting PSAPs and external public safety stakeholders.
Exceptional attention to detail with disciplined change management practices.
Ability to manage multiple concurrent projects independently in a remote environment.
