ASRC Federal Facilities Logistics, LLC, a subsidiary of ASRC Federal, is seeking a Deputy Program Manager (DPM) to support our Prime NASA program at Goddard Space Flight Center in Greenbelt, MD.

The DPM supports the Program Manager in execution and oversight of a NASA Goddard Space Flight Center (GSFC) facilities maintenance contract, including Indefinite Delivery/Indefinite Quantity (IDIQ) task order work. DPM assists in managing day-to-day operations supporting GSFC’s mission-critical facilities, laboratories, cleanrooms, and infrastructure. The position emphasizes safety, mission assurance, engineering rigor, and compliance in alignment with GSFC and NASA Procedural Requirements (NPRs).

Key Responsibilities:

Program & Contract Execution

  • Support the Program Manager in overall execution of the GSFC facilities maintenance contract, including institutional services and IDIQ task orders.

  • Assist in planning, organizing, and directing daily contract operations to ensure compliance with the PWS, GSFC site requirements, and NASA NPRs.

  • Serve as Acting Program Manager when delegated and represent the contractor in interactions with GSFC stakeholders.

IDIQ & Task Order Management

  • Support receipt, evaluation, and execution of GSFC-issued IDIQ task orders, including scope review, technical coordination, cost estimating, and schedule development.

  • Coordinate task order kickoff meetings with GSFC CORs, facility managers, engineering authorities, and safety representatives.

  • Track task order performance, manage risks, and support development of corrective actions or recovery plans as needed.

Facilities Maintenance Oversight

  • Assist in oversight of preventive, predictive, and corrective maintenance activities supporting GSFC buildings, laboratories, cleanrooms, and mission-critical systems (e.g., HVAC, electrical, mechanical, and specialized facility systems).

  • Ensure maintenance activities support continuous operations of flight hardware processing, integration, and test environments.

  • Coordinate closely with GSFC engineering and operations organizations to resolve technical and operational issues.

Safety, Mission Assurance & Compliance

  • Actively promote GSFC’s strong safety and mission assurance culture.

  • Ensure compliance with applicable NASA Procedural Requirements (NPRs) , GSFC safety manuals, environmental requirements, and work control processes.

  • Support mishap reporting, incident investigations, root cause analyses, and implementation of corrective actions in coordination with GSFC Safety and Mission Assurance (SMA).

Cost, Schedule & Performance Management

  • Support monitoring and control of labor, material, and subcontractor costs across base operations and IDIQ task orders.

  • Assist in tracking schedules, milestones, KPIs, and service levels required by GSFC.

  • Support preparation of monthly performance reports, metrics, and management briefings.

Stakeholder Engagement & Communication

  • Serve as a key interface with GSFC CORs, facility managers, engineering authorities, and technical monitors.

  • Ensure timely and transparent communication regarding contract status, risks, and issues impacting GSFC missions.

  • Assist in preparation and delivery of technical and management briefings.

Subcontractor & Workforce Management

  • Support coordination and oversight of subcontractors performing facilities maintenance or IDIQ task order work at GSFC.

  • Assist with workforce planning, onboarding, training, and performance management of contract personnel.

  • Ensure subcontractor compliance with GSFC safety, security, and quality requirements.

Continuous Improvement

  • Support identification and implementation of process improvements aligned with GSFC operational excellence initiatives.

  • Assist in lessons learned, trend analysis, and continuous improvement efforts to enhance safety, reliability, and performance.

Required Qualifications:

  • Bachelor’s degree in engineering, Facilities Management, Construction Management, Business, or a related field (or equivalent experience).

  • Minimum of 5–7 years of experience supporting or managing government facilities maintenance, base operations, or similar service contracts.

  • Demonstrated experience supporting IDIQ contracts and task order execution.

  • Strong understanding of mission-critical facilities operations and engineering coordination.

  • Excellent leadership, communication, and organizational skills.

Preferred Qualifications:

  • Prior experience working at NASA GSFC or on a GSFC institutional support services contract.

  • Familiarity with NASA Procedural Requirements (NPRs) and GSFC-specific safety and work control processes.

  • Experience supporting laboratories, cleanroom, or flight hardware facilities.

  • Professional certifications such as PMP, CFM, PE, or equivalent.

Clearance & Access Requirements:

  • Ability to obtain and maintain GSFC site access credentials and any required security clearances.

Work Environment:

  • Combination of office and on-site work at GSFC facilities.

  • May require after-hours or on-call support to address mission-critical facility issues.
