About the Work Unit

The Traffic Operations Unit is responsible in mainntaining, preserving, and improving traffic safety, efficiency, capacity, and operation of highways for the traveling public as well as construction and maintenance workers by ensuring the appropriate design of traffic control devices for highway construction and permanent installation.

About the Position

The Engineer-in-Training II position will continue to develop under the supervision of a Licensed Professional Engineer: This position will apply and implement engineering theories, principles, and standards and lead Traffic Operations projects and efforts. Position will berform engineering design, analysis, and construction management for traffic operations through work zones, signalized intersections, and permanent installations on state highways within the region. The Enginner-in-Training II position will provide recommendations and designs safety improvements for rural and urban highways.

Your major duties and responsibilities will include, but are not limited to, the following:

U nder the guidance and supervision of a licensed Professional Engineer:

  • Applies and implements engineering theories, principles, and standards and lead Traffic Operations projects and efforts;

  • Performs engineering design, analysis, and construction management for traffic operations through work zones, signalized intersections, and permanent installations on state highways within the region;

  • Provides recommendations and designs safety improvements for rural and urban highways;

  • Provides technical information and serves as a representative from the Traffic program to CDOT specialty branches and outside municipalities;

  • Ensures that departmental policy, procedures and design standards are addressed and incorporated into roadway construction plans and other efforts relating to traffic operations;

  • Develops, and applies traffic modeling, traffic analysis, and signal timing principals to CDOT assets in the region;

  • Assists in the management of assets of pavement markings, signs, signals, and other assets;

  • Assists in the corresponding recommendation of locations to address via internal or external efforts;

  • Becomes familiar with traffic signal, pavement markings, signs, other asset requirements and associated technology needs and requirements;

  • Assists with serving as a department liaison to the public, local agencies, state and federal entities, CDOT Design teams, businesses, special interest groups, utility companies and others regarding design feasibility, plan constructability and potential maintenance issues, design and construction activities or conflicts;

  • Continues to develop technical expertise through training and review of reference materials and guidelines, including changes in state and federal law, engineering and design standards, and innovative theories and practices;

  • Assists with performing all aspects of Traffic Engineering, including but not limited to, analysis and creation of traffic modeling, safety studies, traffic counts, warrant studies, signal/corridor timings and analyses to support design decision;

  • Investigates and provides recommendations as it relates to customer/citizen concerns;

  • Participates in meetings and represents CDOT in the review and approval of CDOT projects after performing review of design and/or construction plans for compliance with federal and state documents and requirements;

  • Assists in preparing preliminary and final traffic plans, specifications and cost estimates for roadway construction projects; This includes preparing plan sheets for signalization of intersections, intersection geometric designs, construction work zone traffic control, permanent signing and striping, and other safety improvement projects;

  • Assists in requesting field survey, environmental study, traffic data, right-of-way information, hydrology/hydrology design, structural design, utility locations/relocations, and other information as required to support project needs:

  • Assists in preparing traffic control plans for construction projects and/or review work by other units/external stakeholders in the Region. This requires a working knowledge of the Manual on Uniform Traffic Control Devices (MUTCD), Roadside Design Guide, and State Highway Access Code, AASHTO Design Guide;

  • Attends and leads meetings as it relates to project management requirement;

  • Communicates and coordinates with contractors and consultants on a daily basis as it relates to project efforts;

  • Ensures the design and construction of transportation projects comply with state and federal guidelines;

  • Maintains a working knowledge of the MUTCD and proficient use of MicroStation/ORD, PMWeb, and other CDOT software

  • Assists in coordinating the work with other Specialty Units to meet project schedules;

  • Assists in conducting oversight of construction projects in inspector or project engineering capacity following CDOT standards, specifications, and guidance manuals;

  • Inspections duties will require field and office work and may take place during outside normal office hours, including nights;

  • Performs conformance oversight duties on Traffic Operations and may manage selected CDOT traffic projects while gaining experience to take on aspects of more complex projects;

  • Certify that the contractor's construction methods, procedures, materials and end products are in compliance with the engineering details and specifications outlined in the construction plans by making detailed visual inspections;

  • Assists in reviewing and compiling documentation that reports quantities of work performed to assure the contractual acceptability of work is in accordance to the plans;

  • Measures and calculates quantities from verified field data to ensure compliance with the approved plans and specifications

  • Ensures accurate payment of funds to contractor for work completed;

  • Compiles all relevant data to ascertain impact on budgetary concerns when modifications to original plans or scope of work are made;

  • Ensures safety by monitoring and requesting modifications on construction sites and traffic control plan to ensure compliance with appropriate standards;

  • Assists in developing regular summary reports for management and prepare particular financial instruments such as funding letters, pay estimates, consultant billings etc;

  • Facilitates creation of Intergovernmental Agreements, special use and other appropriate agreements between CDOT and Local Agencies;

  • Other related duties as required.

Work Environment:

  • Primarily 7:30 AM – 4:30 PM work hours, Monday-Friday with the opportunity for a flexible schedule

  • Travel required in-state for meetings and inspect work sites across Region 4 and occasional travel outside the region

  • Required to operate CDOT vehicles

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Minimum Qualifications:

  • Current enrollment as an Engineer Intern by the Colorado State Board of Licensure for Architects, Professional Engineers and Professional Land Surveyors.

Substitutions

  • Current, valid licensure as a Professional Engineer from the Colorado State Board of Licensure for Architects, Professional Engineers and Professional Land Surveyors will substitute for the enrollment as an Engineer Intern.

Condition of Employment

  • A current valid driver license is required for all Colorado Department of Transportation (CDOT) positions which require operating a state or personal motor vehicle to perform one or more essential functions of the position.

  • Must pass a pre-employment screening which may include social security number trace, criminal records check, public court records check, educational records, and driving records checks.

  • It is a CDOT condition of employment that individuals hired to the class of Engineer-In-Training must obtain licensure as a Professional Engineer by the Board within eight years of initial appointment to an EIT position.
