Overview:

Working under the direction of the City Recorder, the Utility Clerk performs administrative, clerical, and customer service duties related to utility billing, business licensing, and general City operations. This position serves as a primary point of contact for the public, assisting residents and businesses with payments, account inquiries, and licensing processes. The Utility Clerk ensures accurate recordkeeping and delivers services in a courteous, professional, and efficient manner.

Key Responsibilities:

Customer Service & Reception

Serves as a front desk receptionist by greeting visitors, answering incoming phone calls, and directing inquiries to appropriate departments.

Provides courteous and professional assistance to residents, contractors, and visitors regarding City services, utilities, and general information.

Utility Billing & Financial Operations

Collects payments for utilities and other City services and records transactions in the City's receipting system.

Maintains accurate financial records and documentation related to payments received.

Balances and closes the cash drawer at the end of each business day.

Business Licensing

Processes business license applications, renewals, and updates.

Ensures applications are complete and compliant with City requirements.

Maintains accurate records of all business licenses.

Coordinates with other departments for approvals and inspections as needed.

Assists the public with business licensing requirements and procedures.

Administrative Support

Provides support to other staff as needed; fills in during absences.

Performs additional duties and special projects as assigned.

Knowledge, Skills and Abilities:

Strong customer service and interpersonal skills.

Ability to communicate effectively both verbally and in writing.

Proficiency in Microsoft Office and general computer applications.

Ability to operate standard office equipment.

Knowledge of basic accounting, cash handling, and recordkeeping practices.

Ability to manage multiple tasks, maintain organization, and meet deadlines.

Attention to detail and accuracy in financial and licensing records.

Minimum Qualifications:

High school diploma or equivalent required.

Experience with utility billing, cash handling, or business licensing processes preferred.

Ability to type a minimum of 35 words per minute.

Ability to operate a 10-key and perform accurate data entry.

Experience with municipal software systems preferred.
